    POSITION DESCRIPTION: Manages the overall administrative functions of the office. Plans, coordinates, and organizes work assignments and projects. Serves as central control of personnel actions including hiring and classification actions of positions. Maintains confidentiality on all issues. Stays current and provides direction regarding rules, procedures, and processes related to human resources, purchasing, travel and all other administrative functions. Tracks position vacancies and provides status as requested by management.

    Updates contract invoice spreadsheets and assists with tracking invoices. Submits invoices through department generated processes, such as CFM and FACTS systems. Coordinates and assists Contract Managers to ensure invoices are eligible for reimbursement and invoices are processed in a timely manner. Assists Contract Managers in resolving contract issues such as expiring contracts and aged expired encumbrances.

    Assists with developing, analyzing and distributing the Modal Production Report. Coordinates with district staff and Central Office of ensure Modal System projects are accurately identified on statewide production schedule. Assists in reviewing reports associated with the production report to ensure targeted projects are accurately reflected.

    Maintains office environment to assure adequate working conditions for staff. Acts as liaison between Office Maintenance and Intermodal Systems Development. Answers all administrative related questions in accordance with procedures.

    Processes travel, purchasing requests, and associated reimbursements for staff in a timely manner. Maintains the department fiscal budget, which includes assessment of needs, preparing budget and tracking expenditures.

    Maintains property control for annual inventory. Serves as the Unit Custodian for the department. Processes surplus requests of equipment and furniture.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of administrative principles and practices. Knowledge of office procedures and procedures. Knowledge of the principles and techniques of effective communciation. Skill in collecting, evaluating, and analyzing data relating to administrative functions such as budgeting, human resources management personnel, purchasing or report writing. Skill in written and verbal communication. Skill in reading, interpreting, communicating applicable rules, regulations, policies, and procedures. Ability to collect data relating to administrative functions such as human resources, purchasing or report writing. Ability to prepare correspondence and administrative reports. Ability to understand and apply applicable rules, regulations, policies, and procedures. Ability to work independently. Abiltiy to handle confidential information. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.

    MINIMUM QUALIFICATIONS: An associate degree from an accredited college or university and one year of administrative experience. Administrative or clerical experience can substantiate on a year-for-year basis for the required college education.
