Florida Digital Service:

The Florida Digital Service was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.

Supporting Florida’s enterprise cybersecurity program, the Florida Digital Service (FL[DS]) is recruiting for a highly effective team member to support strategic initiatives for the Office of the State CISO. This team member will work in a fast-paced, high-energy organization serving 35 or more state agencies and local governments across the state of Florida.

Position Overview and Responsibilities:

This Senior Cybersecurity Business Analyst plays a critical cybersecurity role for the Florida Digital Service. Working for a team led by the Deputy State Chief Information Security Officer, this position will be expected to help lead, develop, and implement critical initiatives to support Florida’s rapidly growing cybersecurity programs and capabilities. Being effective in this role does not require technical or engineering experience but will require regular collaboration with internal and external team as well as organizations throughout state government on behalf of FL[DS]. The ideal candidate is team-oriented, mission-focused, and eager to support the team’s operations.

A core responsibility of this role will:

  • Research, analyze, draft, and implement cybersecurity policies, templates, examples and work products which support the operations, planning and public policy, including leadership responsibility for the enterprise.

  • Identify and present process improvements to the Deputy CISO for Strategy, including the need for statutory and regulatory reforms.

  • Anticipate and assist the members of the cybersecurity team with non-routine and unforeseen non-technical needs that arise related to incidents, initiatives, and requests for information.

  • Support operational activities and strategic initiatives by supporting conferences, collecting and compiling information, tracking key data points and coordinating with multiple organizations and groups.

  • Spearhead initiatives, campaigns and projects related to cybersecurity. Facilitates across organization and teams along with technical and non-technical stakeholders.

  • Serve as coordination point for vendor communication, tracking of deliverables and action items, facilitate meetings and conferences, and serve as an escalation path for unresolved issues.

  • Training - identifies performance gaps and coordinates with the division trainer to ensure training needs are met.

  • Managing Change - initiates change effectively and adapt to necessary changes in operations; motivates employees to have positive attitude towards operational changes.

  • Actively seeks, develops, and implements action plans to provide value and greater cybersecurity for the Florida Digital Service and the State and Local Governments it serves.

    Knowledge

  • Knowledge of cybersecurity principles, practices, and protocols.

  • Knowledge of common cybersecurity threats, vulnerabilities, and mitigation strategies.

  • Knowledge of regulatory requirements and standards (e.g., GDPR, HIPAA, NIST, ISO 27001).

  • Knowledge of project management methodologies (e.g., Agile, Waterfall).

  • Knowledge of project lifecycle phases, including initiation, planning, execution, monitoring, and closure.

  • Knowledge of vendor management best practices.

  • Knowledge of analysis frameworks and techniques.

  • Knowledge of requirements gathering, process modeling, and business case development.

  • Knowledge of data analytics and business intelligence tools (e.g., SQL, Tableau, Power BI).

  • Knowledge of statistical analysis and data visualization techniques.
