The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

The Difference You Will Make:

In 1855, the Trustees of the Internal Improvement Trust Fund was created as an agency of the Florida government. In 1841 the U.S. government had granted each state in the union 500,000 acres. Combined with the land received because of the Swamp and Overflowed Lands Act of 1850, the Trustees had more than 21 million acres under its control. Since then, Florida has worked to protect and conserve natural resources.

Land Management and Acquisition Survey

The primary function of this section is to prepare appraisal maps, agenda maps and procure survey products to assist in land acquisition and land disposition. This section contracts with private survey firms to provide surveying services. Other functions include reviewing surveys, sketches and legal descriptions, as well as calculating areas and preparing maps for upland easements affecting state lands, submerged land leases, upland leases and regulatory conservation easements.

Public Land Surveys

• Provide administrative services for Florida Public Land Survey Restoration and Perpetuation Act

• Provide survey and mapping data on Land Boundary Information System (LABINS.org) through contract with FREAC (Florida Resources and Environmental Analysis Center), the online repository for the records

• Supervise and assist in the densification of geodetic control used in the development of Geographic Information Systems (GIS) by state and local agencies for managing and maintaining infrastructure

• Provide aid and materials to the surveying and mapping community to enhance the restoration, rehabilitation and reconstruction of public land survey corners

    Your Specific Responsibilities:

    The incumbent of this position shall work toward licensure as a Florida Professional Surveyor and Mapper pursuant to Chapter 472, FS, ss. 472.001-472.037. Progress toward meeting this requirement will be monitored quarterly by the supervisor of this position.

    As a trainee, the incumbent of this position will shadow and observe Professional Land Surveyors to acquire and develop skills in survey and mapping procedures.

    Performs reviews, researches, and determines compliance and qualifications of applications for Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (BOT) issued land instruments per Section 18-21.019, F.A.C. and Chapter 253, F.S.

    Performs technical cartographic research assignments relating to data found on the Board of Trustees Land Database System (BTLDS.) Interprets complex legal land descriptions and geodetic positions of land boundaries; checks and plots parcel boundaries as needed. Researches, investigates, and compiles data related to cartographic and photogrammetric problem areas for proposed BOT conveyances. Prepares specifications for issuing proposed BOT instruments, such as recordable documents (1975 certificates), per Section 18-21.019, Florida Administrative Code (F.A.C.) and Chapter 253, Florida Statutes (F.S.).

    Performs computer aided drafting and design research assignments involving the BOT’s land records, such as deeds and surveys, as directed by the head of the section, as well as the immediate supervisor. This includes, but is not limited to, interpreting survey and mapping data found in the federal and state government original survey field notes and plats, as well as investigate problem or complex legal land descriptions in surveys or land instruments.

    Uses ArcGIS software, AutoCAD software and other graphics design software to create various types of maps and drawings to support the agency’s land acquisition and land management survey programs. Reviews and interprets legal descriptions for land acquisition and land management projects. This includes evaluation of mathematical closures, acreage computations, and evaluation and adjustments of survey data.

    This position is responsible for coordinating a survey crew or mappers or handle survey and mapping related projects for the Bureau of Survey and Mapping under the leadership of a Professional Land Surveyor II-SES, or other Division of State Lands Professional Land Surveyor and Mappers.

    Review of Acquisition Surveys for approval for closing purposes; provide legal descriptions for contract and deed purposes.

    Review of MHW surveys pursuant to Chapter 177, Part II, F.S.

    Prepares, reviews, and completes contract scopes and fees as a Certified Contract Manager

    Performs mathematical computations necessary to review surveys or mapping products.

    Confers with Professional Land Surveyors and others to discuss existing and potential survey and mapping projects.

    Performs other duties as assigned.

    Required Knowledge, Skills, and Abilities:

    Knowledge of the concepts, terminology, principles, and techniques of surveying file geodatabases; ArcGIS Online; Geoprocessing; acreage calculation in ArcGIS; Coordinate Geometry Programs to plot surveys. Knowledge of ArcGIS Pro, AutoCAD. Skilled in operating a personal computer. Ability to review surveys to meet surveying and mapping standards. Ability to interpret surveying data. Ability to solve problems relating to surveying. Ability to perform technical surveying tasks. Ability to establish and maintain effective working relationships with others. Ability to plan, organize and coordinate work assignments. Ability to demonstrate teamwork. Knowledge of engineering practices and procedures. Job may require use of surveying tools, equipment and/or instruments.
