Description of position:

This position is in the Division of Habitat & Species Conservation’s Business Office serving as the Business Manager for the Wildlife Diversity Conservation (WDC) Section and the Office of Conservation Planning (CPS). Provides procedural, policy and operational guidance including but not limited to administrative, purchasing, accounting and budgetary management. Consults with division managers to identify administrative problems that impact fiscal, purchasing or property management and recommends suitable solutions.

Responsibilities include:

  • Prepare, analyze and monitor internal operating and Fixed Capital Outlay (FCO) budgets providing oversight for assigned sections including but not limited to timely, accurate preparation of monthly budget summary reports, budget amendments, releases, allotment adjustments, expenditure corrections, and financial reporting.

  • Coordinate with section staff to resolve coding, expenditure or encumbrance issues.

  • Monitor expenditures by category and trust fund and coordinates corrections or adjustments to budget expenditures to ensure spending remains within authorized limits; and evaluate and implement cost-saving measures.

  • Review and coordinate WEX coding and invoice processing for the Division and makes updates to the WEX system as needed.

  • Serve as a PCard Advocate for assigned sections providing oversite and assistance with PCard Works transactions.

  • Assist division employees with purchases to ensure compliance with purchasing rules and guidelines.

  • Create and process purchase orders through the State’s electronic procurement system MyFloridaMarketPlace/Ariba On Demand. Provide assistance with MFMP requisitions and timely, accurate invoice processing of approved purchase requisitions in MFMP.

  • Maintain the Business Office Sharepoint site ensuring information is current and accurate.

  • Provides assistance to the Budget Officer on special projects and makes project recommendations as needed.

    Minimum Qualifications

  • Prefer a bachelor's degree from an accredited college or university and two years of administrative experience; or

  • Prefer a master's degree from an accredited college or university can substitute for one year of the required experience; or

  • Direct related administrative or clerical experience can substitute on a year-for-year basis for the college education.

    Knowledge, skills and abilities required for the position:

  • Knowledge of basic management principles and practices; and office procedures.

  • Knowledge of monitoring and tracking budgets; use of computers and related software programs; and in operating general office equipment.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

  • Ability to organize data into logical format for presentation in spreadsheets, reports, and other documents; conduct fact-finding research; utilize problem-solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operation and management analysis activities.

  • Ability to plan, organize and coordinate work assignments.

    Preferred Criteria

    • Current administrative or clerical experience with state government.

• Working knowledge of FLAIR, MFMP, and PCard Works.

• Knowledge and experience with budget management and tracking.
