Your Specific Responsibilities:

This position is located within the Division of Emergency Preparedness &Community Support (DEPCS or Division) at the Florida Department ofHealth. The incumbent of this position may be required to work during orbeyond normal work hours or days in the event of an emergency.

Overview - This position reports to the Division Budget Manager and will provide fiscal, procurement and administrative support to the DEPCS Director’s Office. This position performs a variety of duties supporting the Division Budget Manager efforts to ensure budget transactions, including cash flows, are timely, accurate and in accordance with Department requirements. This position will assist leadership in the research, analysis, evaluation and reporting of cost activities and trends for Division purchases. This position will serve as back-up to the Accountant I career service position within the Director’s Office. The duties include, but are not limited to:

Administrative Support - Provide administrative budget support to Division; Data entry; Prepare and route correspondence, reports, forms, etc.; Coordinate or assist with the coordination and preparation for meetings, workshops, conference calls, etc.; File and records maintenance; Maintain current knowledge of applicable computer software, including the Department’s correspondence tracking software and all Microsoft Office applications; Other administrative duties, special assignmetns or report preparation as assigned.

Research, Analysis and Reporting Fiscal Data – Use internal systems and tools containing FLAIR (Florida’s Accounting Information Resource) transactions, budget projections and other fiscal data to analyze and evaluate financial trends and needs of the Division; Assist Division Budget Manager with budget strategies to support emergency preparedness initiatives; Retrieve, format and provide statistical reporting on budget, revenue and procurement activity to assist with fiscal compliance efforts; Research, report and display financial information to assist Bureaus and Division Office with better decision making to meet financial objectives; Perform other special assignments that involve research and report preparation; Create memorandums, letters, charts, graphs, spreadsheets and presentations through the use of Microsoft Office software.

Budget & Revenue Support : Assist Division Budget Manager with DEPCS budget and revenue management activities; Assist with updating and maintaining the bureau budget spreadsheets; Estimate quantities of time, costs, and resources needed to perform work activities; Create cost distribution summaries; Confirm timely submission of monthly spending plans; Help organize and communicate DEPCS budget activities/exercises; Prepare agendas and draft minutes to Division budget meetings.

Legislative – Assists Division Budget Manager with fiscal analysis for legislative bills and budget development and projections for rule development; Assist with the coordination and preparation of legislative budget activities (Legislative Budget Requests, Schedules, Reductions, Amendments, fiscal Bill Analysis).

Procurement: Procure products and services as needed; Ensure proper receipt of items in the supporting systems; Prepare procurement documents; Track and record purchases, balances expenditures and encumbrances against available budget; Prepare procurement reports for management; Perform as liaison with primary vendors on all purchases and related activity; Audit and reconcile any procurement discrepancies; Perform comparative analysis to support recommendations and decisions on product and service purchases; Generate ideas and develop plans to improve resources to ensure efficient utilization of the Division’s assets.

Policy, Process, and Performance Improvements – Upon direction of the Division Budget Manager, review and evaluate work products, methods and procedures; Develop checklists and procedures; Evaluate fiscal policies, procedures and practices and make recommendations for improvement as necessary; Research and develop best practices for implementation by the Division Budget Manager; Develop solutions or alternative methods of proceeding, standards, templates, plans, policies and procedures, and reports.

Training: The incumbent shall complete any required training relating to the core functions of reporting, budgeting, procurement as well as trainings and instruction related to any disaster or emergency response activity; Assist in conducting budget and revenue training.

Other Duties - Attend and complete actions as needed on special projects as requested by the Division Budget Manager; Perform day-to-day clerical and administrative tasks such as maintaining information files, processing paperwork; and scheduling events, programs, and activities, as well as the work of others. Perform other duties as required .

  • Ability to prepare correspondence and administrative reports.

  • Skills in planning, organizing and managing multiple tasks simultaneously.

  • Skills and proficiency in the use of computers. Ability to use computers and computer systems (including hardware and software) to enter data or process information.

  • Ability to create pivot tables in Excel.

  • Ability to learn software programs quickly.

  • Ability to analyze and interpret data.

  • Skills in assessing the value, importance, or quality of things or people.

  • Ability to observe and pay attention to detail.

  • Ability to work independently

    Preferred Qualifications:

    Minimum – In order to be qualified for this position, applicants mustat minimumhave:

  • Experience working in an office setting

  • Efficient verbal and written communication skills. Writing skills will be verified through written responses to qualifying questions, application, resume and follow-up written discussions. Verbal communication skills may be confirmed through either interviews or pre/post interview discussions.

  • Ability to work at the designated work location, 8:00am to 5:00pm, Monday through Friday.
