Job Positing: Internal Advertisement 3 days Your Specific Responsibilities: This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is responsible for overseeing the daily operations of clinic and vital statistics services provided by DOH Leon. These tasks include but are not limited to the management of budgets and billing, appointment of staff, assign tasks, audit clinic operations, set work schedules, and communication with senior leadership. Ensures accountability for all staff and for program performance, growth, effectiveness, and efficiency. Ensures compliance with Florida Department of Health (DOH) policies and procedures. Ensures that all program guidelines and goals are being met. Works closely with the business office manager to assure all business procedures and processes are followed by all staff. Responsible for monitoring the Vital Statistics’ budget. Reviews and monitors the Level 4 FIRS report and expenditure detail report for clinic, immunization, and vital statistics. Takes required L4 budget managers training annually. Conduct quality assurance and improvement activities. Communicates policy changes to staff, reviews protocol and ensures development of standard operating procedures for the front desk, immunizations, and clinical functions. Participates in Health Management System (HMS) calls and workgroups to ensure timely implementation of any changes. Ensures staff licenses are up-to-date and staff are receiving the necessary training. Seeks to assure staffing reflects demand for clinical and immunization services as reflected by customer satisfaction measures, appointment wait times, and telephone metrics. Analyze statistical data from vital records; compiles, edits, and prepares narrative and statistical reports for the Health Officer, state and federal agencies, as well as monthly report of vital events for the State Registrar of Vital Statistics. Consults with funeral directors, physicians, law enforcement agencies and hospital staff within the Leon County area and conducts semi-annual reviews of rules and procedures to facilitate the integration of area vitals data. Develops and conducts training programs for subsidiary Registrars in Leon County as well as other Deputy Registrars and services as County consultant in matters related to vital statistics. Monitors Tax Collector’s office to ensure all vitals rules and regulations are being followed which includes, reviewing daily reports to ensure processes are being followed, reviewing applications to ensure all new information is entered and eligibility requirements are met, routinely visit offices to maintain a good relationship, and assist with any issues, providing necessary supplies and monthly billing. Required Knowledge, Skills, and Abilities: Ability to delegate, prioritize and evaluate the work of others. Ability to coach and motivate staff. Excellent customer service, communication, and interpersonal skills. Strong problem solving and independent decision-making skills. Skilled in operating a computer and programs including Word, Excel, Outlook, and PowerPoint. Ability to maintain confidentiality, positivity, and professionalism. Qualifications: Minimum: A current Florida Department of Health Employee. Experience working with vital records. Preferred: Experience with Electronic Medical Records.
