ICF FEMA Sr. Project Coordinator in Tallahassee, Florida

ICF's Disaster Management (DM) Division seeks a fully developed Project Coordinator to support our growing portfolio of nation-wide Federal Emergency Management Agency (FEMA) recovery and hazard mitigation projects. The DM Division supports U.S. federal agencies; state, local, tribal and territorial (SLTT) governments; and non-governmental partners to design and implement plans, policies, and programs that support long-term housing, economic and infrastructure recovery post-disaster. Our primary clients are SLTT governments administering U.S. Housing and Urban Development (HUD) and Federal Emergency Management Agency (FEMA) disaster recovery and hazard mitigation programs.

This position will have multi-faceted responsibilities related to project technical delivery and project management. A successful candidate will be charged with managing the day-to-day execution of FEMA recovery and mitigation projects, and support project management across a large portfolio of projects. The ideal candidate will be equipped with strong organizational skills to track and manage complex workflows; financial management experience; and familiarity with FEMA Grants Portal and other systems of record required to navigate FEMA Public Assistance programs. ICF seeks a team-oriented self-starter that will work proactively alongside colleagues, clients, and other contractors as directed to deliver quality products and services. This position will interface directly with clients upon arrival.

This position is hybrid, with location preferences in Tallahassee, Florida. The ideal candidate must be able to travel up to 20% domestically as needed based on current and prospective clients. Key Responsibilities

  • Support the development, coordination, and operation of large, complex FEMA Public Assistance programs.

  • Manage, track, and execute FEMA recovery processes and administrative functions for recipients and subrecipients, including reimbursement requests and project closeouts.

  • Ensure required documentation is retained, with appropriate data protections and clear organization for ease of retrieval.

  • Ensure all program participants, including subrecipients, the project team, other vendors, and stakeholders are aware of any process changes.

  • Support ICF project managers with tracking project budgets, invoicing, and regular reporting to clients and ICF leadership.

  • Serve as the key internal interface with ICF financial management teams.

Basic Qualifications

  • Bachelor’s degree

  • 10+ years’ experience implementing FEMA Public Assistance programs for recipients, including processing reimbursement requests and project closeouts, and providing technical assistance to subrecipients

  • 10+ years’ experience managing project financials, including managing invoicing processes, regular client and leadership reporting, and revenue and financial management.

Preferred Qualifications

  • Master’s degree in Business Administration, Public Policy, Finance, or related field

  • Experience implementing FEMA Public Assistance programs on behalf of the Florida Division of Emergency Management

  • Experience managing project financials for a large portfolio of state and local clients across a variety of FEMA scopes, including recovery, hazard mitigation planning, and hazard mitigation grant applications and grant management

  • Demonstrated excellence in customer relations and operations management

Professional Skills

  • Excellent time management capabilities, including the ability to prioritize and balance workload across multiple projects with short-term deadlines

  • Experience working directly with senior project leads to define and track financial management expectations

  • Pays close attention to detail and maintains well-organized notes and project files

  • Team-oriented professional who proactively engages other team members to ensure timely delivery of work

  • Able to formulate creative and strategic approaches to solve problems

  • Excellent written and verbal communication skills

  • Values and demonstrates integrity and ethical behavior in all things

  • Proficient with Microsoft Office (Word, Excel, Outlook, and PowerPoint)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$64,273.00 - $109,264.00
