Government Operations Consultant II – 70023500

This advertisement is for a Career Service position located at Central Office in the Office of Information Technology.

Salary Range: $44,060.11 - $55,525.23 annually

SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Supports the division’s purchasing efforts and is educated on current purchasing rules and regulations for the Department and the State of Florida. Monitors purchasing activities and serves as the primary point of contact for the central office staff and vendors for those related purchases.

  • Supports the agency staff with the information technology procurement process by collecting necessary information and requirements. Works closely with vendors to obtain proper quotes as required by law and rules. Submits purchase requisitions using the MyFloridaMarketPlace system with efficiency, accuracy, and completeness.

  • Assigns the proper coding for each purchase with a detailed understanding of the relationship between commodity, object, and category codes, and organization to budget entity.

  • Monitors MyFloridaMarketPlace for purchase requisitions that require IT Approver and obtains the appropriate internal approval for information security standards and organizational standards.

  • Monitors receipt of invoices and audits invoices for correctness and proper authorization for prompt payment. Conducts appropriate research to resolve problems related to receiving and invoicing.

  • Responsible for creating, maintaining, and monitoring various reports to assist management in making decisions. Utilizes analytical skills and independent judgment to review the information in these reports and provide management with recommendations to address deficiencies.

  • Takes the lead on assignments and responsibilities; communicates effectively, both verbally and in writing; works well with others and individually; maintains a positive, can-do attitude; produces timely and effective results; provides quality solutions and recommendations; applies problem solving techniques; documents workflow and other activities relating to process improvements; organizes and coordinates work assignments.

  • Performs and manages the process for contractor onboarding to include, soliciting and collecting vendor responses, communicating with vendors to provide pre-selection and post-selection status, responding to vendor questions, coordinating fingerprint screening, and submitting purchase requests.

  • Performs monitoring of contractor purchase orders to include, review and approval or dispute of vendor invoices, collecting and tracking contractor timesheets, calculating contractor burn rates to adjust purchase order amounts quarterly, and reporting on contractor performance.

  • Researches and develops special projects assigned by the manager.

  • Assists the OIT Planning and Administration Manager to ensure that OIT services are delivered with a high degree of customer service and satisfaction.

  • Adheres to FDC policies and procedures in the workplace and performs required training.

  • Knowledge of state agency financial codes including, organization codes, commodity codes, object codes, and category codes.

  • Knowledge of purchasing information technology products and services.

  • Knowledge of purchasing from Florida state term contracts.

  • Knowledge of submitting requisitions and invoices to MyFloridaMarketPlace.

  • Knowledge of submitting orders to the Communication Services Agreement and Billing (CSAB) system.

  • Knowledge of the methods of data collection and analysis.

  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to conduct fact-finding research.

  • Ability to utilize problem-solving techniques.

  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.

    REQUIRED QUALIFICATIONS:

  • Experience purchasing information technology products and services.

  • Experience reviewing invoices and certifying vendor deliverables.

  • Experience using the MyFloridaMarketPlace system (MFMP).

  • Experience using advanced features of Microsoft Excel.
