Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

Minimum Qualifications:

  • Five (5) years of experience in accounting or financial management, two (2) of which must have been in financial account management, auditing or account reconciliation, or

  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and two (2) years of professional accounting work experience can substitute for the required experience.

    Preferred Qualifications:

    Preference will be given to candidates with Works Administrator experience.

    Duties and Responsibilities include:

    The primary duty is to function as FWC's Assistant Purchasing Card (PCard) Administrator.

    Serve as Scoped Administrator and assist with administering and managing PCard user accounts.

  • Issue new PCards, make changes to cards and cancel cards as needed

  • Oversee PCard renewals, set up new users

  • Request appropriate training be assigned and ensure training record collection and storage are kept current

  • Maintain and update files pertaining to the PCard program

  • Approve new user limits and user groups

  • Review decline reports

  • Assist users with Works issues and PCard usage questions

    Perform post-audits of payments processed through the Works system.

  • Sample PCard activity and conduct daily charge reviews

  • Monitor compliance with timely processing of charges

  • Run Aging Report weekly and work with applicable users to ensure compliance

  • Run periodic monitoring reports on both unpaid and paid transactions

  • Perform monthly Scoped Compliance

    Work with PCard Administrator to monitor and oversee PCard program and ensure that key controls are in place, operate as designed, and comply with the State of Florida PCard Policy Manual and FWC procedures.

  • Assist PCard Administrator with resolving issues between Bank of America and the DFS to ensure FWC is in compliance with established state regulations and requirements

  • Assist with drafting and reviewing policies, procedures, manuals, and PCard trainings as requested

    Perform other duties as required

    Knowledge, Skills and Abilities required for the position:

  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat

  • Knowledge of methods of data collection and analysis

  • Ability to collect, evaluate and analyze data to develop alternative recommendations; ability to solve problems

  • Ability to organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; and utilize problem solving techniques

  • Ability to work independently; plan, organize and coordinate work assignments; prioritize workload

  • Ability to establish and maintain effective working relationships with others

  • Skill in oral and written communications
