Your Specific Responsibilities:

This position reports to the Chief of the Bureau of One-Stop and Program Support. The position serves as the administrative and programmatic Senior Administrator of the Bureau; supervises and provides administrative oversight and support of staff engaged in activities to support all the workforce programs within the Bureau; engages with internal and external stakeholders (e.g., CareerSource Florida, Local Workforce Development Boards, and other federal, state, and local partners) to promote and support new or existing workforce programs and initiatives.

“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.

This is a managerial position responsible for planning, directing, and coordinating the activities of professional staff responsible for workforce program operations.

Directs the activities and workflow of staff with responsibility for authorization of leave, attendance records and performance appraisals. Plans work objectives and deadlines.

Reviews and analyzes newly enacted state legislation, Federal Registers, federal program letters, state and national performance reports, operating budgets, bulletins, operational memoranda, and other documents to determine intent and applicability to the workforce programs. Coordinates the development of implementation plans and issuance of appropriate instructions.

Provides guidance for section administrators/unit supervisors to promote the most efficient and effective accomplishment of the operational objectives. Advises management on problems and policies related to program and operational issues. Consults with staff and management to identify areas of concern and recommend possible solutions. Provides technical assistance to internal and external stakeholders regarding programmatic issues and assists in interpreting rules, policies, legislation, and standards. Reviews and evaluates operating reports and initiates corrective actions when required.

Ensure that applicable laws, rules, policies, and procedures are adhered to and that established performance standards and desired levels of achievement are met or exceeded by staff. Periodically review and evaluate workforce operations. Assess needs for staffing, training, equipment, and take appropriate action.

Plans, directs, and coordinates the workforce programs operation when federal disasters are declared, and federal emergency programs are implemented.

Works directly with the United States Department of Labor (USDOL) to ensure federal workforce programs are implemented in accordance with applicable policies and procedures. Provide responses to information requests from USDOL, legislative staff and the public.

Participates in conferences, workshops, inter-organizational teams, and similar activities relevant to planning and resource management. Makes presentations and represents the department at state and federal meetings.

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic management principles and practices

  • Knowledge and methods of data collection and analysis

  • Ability to organize data into logical format for presentation in reports, documents, and other written materials.

  • Ability to proficiently use Microsoft Outlook, Word, Excel, PowerPoint, SharePoint and other computer software, applications and data tracking systems as required.

  • Ability to utilize problem-solving techniques.

  • Ability to interpret complex laws, regulations, and statutes in order to develop program policy.

  • Ability to present information to diverse groups and audiences and facilitate workshops or training presentations.

  • Ability to communicate effectively verbally and in writing.

  • Ability to establish effective internal and external relationships.

  • Ability to plan, organize and coordinate work assignments and meet established deadlines.

  • Ability to effectively manage and supervise staff.

    Qualifications:

    As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

    Minimum:

  • At least four years of supervisory, management or leadership experience.

  • Duties and responsibilities of this position must be performed at the official work site of the Department.

  • Some travel may be required; approximately 10-15%.

    Preferred :

  • Bachelor’s degree from an accredited college or university or four years of equivalent work experience in workforce development programs.

  • At least three years’ experience working with a state or federally funded program in a management/leadership capacity.

  • At least two years of professional writing experience, including writing policies and other professional correspondence.

    Pay:

    $90,000.00 – $105,000 Annually

    The Work You Will Do:

    The Benefits Administrator position serves as the Senior Workforce Administrator/Deputy Chief of the Bureau of One-Stop and Program Support within the Division of Workforce Services. This position works directly with the Bureau Chief and division leadership in the day-to-day operation and oversight of workforce development programs and services.

    We are seeking an experienced professional who is able to lead and motivate a team, lead high-visibility projects and initiatives, spearhead the bureau’s efforts related to developing and providing clear guidance to Florida’s Local Workforce Development Boards and other interested parties for workforce development programs, and possesses the organizational skills needed to ensure the major projects of the bureau remain on track. The ideal candidate is someone who is an effective leader, knowledgeable about workforce development programs, organized and attentive to detail, can assist with establishing strategic direction, and is keenly able to develop and cultivate professional relationships both internally and externally.
