Job Description:

Parsons is looking for an amazingly talented HSE Director to join our team! In this role you will get to lead the HS&W activities in pre-construction including procurement, contactor onboarding and supporting the pre-construction packages. The role will then transition into a Construction Delivery HSW Director role overseeing a ‘Module’ during Phase 1 Construction.

What You'll Be Doing:

  • Development and implementation of the Pre-Construction Health & Safety Strategy that encompasses procurement, package management and onboarding of contractors on THE LINE.

  • Liaise with NEOM Procurement to set criteria for technical evaluations for prospective suppliers at PQQ and RFP stage.

  • Oversee the technical evaluation of PQQs and RFPs to ensure that HSW elements are correctly scored and undertake evaluations as may be required by NEOM.

  • Manages resources to ensure that technical evaluations are completed within tight timescales and to the required standards.

  • Input into Scopes of Work to ensure that NEOM and THE LINE HSW requirements are clearly captured and communicated to prospective suppliers.

  • Work with the pre-construction teams to develop Work Plans for how elements of THE LINE will be constructed focusing on the mitigation of potential health& safety issues through sequencing and planning.

  • Continually review the NEOM HSW processes and procedures and ensure that these are reflected in procurement documentation.

  • Identify Global Best Practice HSW initiatives and previous successful ways of working and propose how these could be introduced on THE LINE.

  • Deputize for the Enabling Works HSW Director during periods of leave.

  • Support the wider HSW function on THE LINE to deliver projects as required.

  • Lead a high performing team that reflects a shared sense of purpose, values, and expectations of how we lead HSW on THE LINE.

  • Transition into a Module HSW Director position providing assurance and oversight of contractors works.

What Required Skills You'll Bring:

  • Experience of high-rise construction desired.

  • A relevant health and safety undergraduate or post graduate degree required, chartership via a recognised Institution or equivalent.

  • Background from a large Contractor or Client preferred.

  • Ability to foster a culture that leverages the broad diversity of the program to create and deliver sustaining strategic direction.

  • Ability to connect authentically and energize people to help them understand strategic direction to current industry and future market needs.

  • Demonstrated ability to work with and lead high performing program teams.

  • Highly developed interpersonal skills and demonstrated ability to build credibility and influence with senior leaders.

  • Understanding the program role in enterprise-wide success and commit to the mindset, practices, and behaviors necessary to achieve success.

  • Experience in developing and implementing large program-wide communication strategies.

  • Quantitative and qualitative development and monitoring of actions involved in delivery and implementation of strategy and programs.

  • Ability for data gathering statistical trend analysis and predictive analytics.

  • Conducting and interpreting audits findings and reviews.

  • Monitoring, reviewing, reporting and continuous improvement on performance, compliance, and defects and/or non-conformance.
