Summary Incumbent serves as the Administrative Officer to the Executive Office. In this position, the individual provides for a variety of complex administrative management services and related perspectives essential to the operation and direction of the Executive Office. Responsibilities Major duties and responsibilities include: Personnel Administration and Management Work Directs the personnel management program for the organization, performing or overseeing a full range of human resource requirements. Performs the full range of personnel management and administration for a small organization with varied functions and activities. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and agency personnel processes and procedures. Assist managers and staff in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, processing training requests and drafting disciplinary and adverse actions. Reviews, analyzes, and interprets incoming requests, recommend appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Budget/Financial Management Work Provides for the budgeting and financial management for the Executive Office. This included budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Administrative Management Provides for the overall administrative management for the Executive Office. This may include interpreting administrative policies, developing implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Procurement/Contracting Manages procurement and contracting for the Executive Office. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Initiates and prepares contracts to secure adequate resources to facilitate operation to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment necessary to the effective functioning of the Executive Office. Supervisory Duties Exercise supervisory authority involving work assignment and review to include administrative and personnel management functions that are communicated through the formal employee performance management systems. Observe worker's performance; demonstrate and conduct work performance critiques. Provides formal and informal feedback and evaluates employee performance. Resolves employee complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-9 position you must have served 52 weeks at the GS-7 grade level. For the GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: For the GS-9 grade level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Helping an administrative service run efficiently, organizing files, arranging travel for executives, coordinating, and applying a high level of customer service. Overseeing administrative functions, greeting internal customers, answering phones, replying to emails, conducting research, and compiling reports, scheduling meetings/events, superior time management, and organizational skills; assisting managers with a wide variety of administrative functions including sensitive and confidential matters; using computer systems programs such as Word, Excel, PowerPoint, etc., VISTA and electronic filing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's Degree. For the GS-11 grade level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative work in budget and financial management; personnel management/administration; procurement and contracting; property management; and supplies management, making appointments and arranging meetings; knowledge of VHA Timekeeping rules and regulations, setting priorities and assigns work to administrative staff to meet timelines; preparing correspondence, such as routine official correspondence, personal acknowledgements, congratulatory letters, and routine office reports; coordinates with Human Resources for recruitment actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree.
