License and Certification Qualifications: Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards CommissionEducation Qualifications: Bachelor's degree in related field required. Master's degree in related field preferred.Experience Qualifications: Ten years of successful managerial experience in positions of responsibility required. Public sector financial management experience in a PeopleSoft environment preferred.Skills Qualifications: Ability to make executive decisions to ensure timely and accurate financial decisions; knowledge of generally accepted accounting principles; demonstrated leadership experience; exceptional ability to communicate and work with others in an effective manner; and ability to effectively present information to top management, school system employees, public groups, and the Board of Education.Primary Responsibilities: Provide leadership and direct the financial functions for the school district in support of the vision, mission and goals of the Gwinnett County Board of Education and oversee the Purchasing and Property Management, Financial Operations, and Payroll departments within the Business and Finance Division.1. Provide leadership regarding general ledger fund accounting, accounts payable, local school accounting and associated reporting functions for the school district.2. Provide leadership regarding the disbursement of school district funds and associated federal reporting requirements.3. Provide leadership regarding payroll processing, reporting, and accounting to insure proper integration with general ledger reporting.4. Provide leadership regarding purchasing and property management functions for the district.5. Provide leadership and direction for the identification and development of continuous improvement of business processes for the Division of Business and Finance.a. Oversee and evaluate central office and school financial operations procedures.b. Identify district procedural strengths and weaknesses in central office and school financial operations and present recommendations to CFO and/or administration for implementation.c. Identify needed improvements in operational efficiency and business practices in central office and school financial operations and present recommendations to CFO and/or administration for implementation.d. Develop, review, and approve financial processes and procedures, when needed.e. Direct division-wide leadership development.f. Coordinate the development and monitoring of divisional Operational Management Plans.g. Coordinate the development and monitoring of divisional Key Performance Indicators.6. Serves as the Business and Finance representative on the HR salary audit/review team.a. Participate in scheduled meetings of the salary audit/review team.b. Review schedule of Business and Finance positions to be reviewed and make recommendations for adjustments to review schedule.c. Coordinate the completion of the job description questionnaires by directors and evaluate responses.d. Meet with directors to gain a better understanding of positions in order to clearly present the position to the review team for evaluation.7. Serve as the liaison between the Business and Finance Division and the Information and Technology Division with regards to new technology projects and/or upgrades.a. Oversee implementation/project management of software and programming improvements to increase operational effectiveness within the Business and Finance Division.b. Attend professional seminars and review technical literature to stay abreast of business processes, technology best practices, financial standards, financial training, and project management.8. Direct the accounting support function for the Gwinnett County Public Schools Foundation.a. Oversee the daily posting of general ledger activity.b. Perform the monthly bank reconciliation.c. Generate monthly financial statements.d. Assist in the annual external audit process.9. Manage charter school financial review and reporting.a. Calculate charter school projected annual earnings and calculate final earnings based on QBE worksheets.b. Post charter school earnings sheets on website as required.c. Request monthly wire transfer of earnings to charter schools.d. Serve as the primary contact with charter schools regarding financial matters.e. Serve as the Business and Finance representative on charter school application committee.f. Review charter school applications for financial feasibility and provide report to charter school application committee.10. Manage local school data reporting.a. Compile year-end data from local schools and charter schools for inclusion in PeopleSoft and state reporting. b. Prepare local school activity and other assigned schedules for annual financial audit.c. Prepare financial reports of local school activity for inclusion in Internal Audit annual report.11. Manage PeopleSoft rollover process for district purchase orders.a. Test annual PO rollover process in QA database and execute the rollover process in production.b. Identify problem purchase orders and perform ongoing monitoring for any necessary ledger adjustments.c. Ensure proper encumbrance balance for year end financial reporting. 12. Represent the Chief Financial Officer as required.13. Assist with new projects and perform other duties as assigned.
