POSITION SUMMARY

This position develops, directs and manages assigned department(s) to effectively meet organizational objectives. Directs, organizes and controls all aspects of procurement test management to provide high quality and cost effective services.

CORE FUNCTIONS

  1. Hires, trains and conducts performance evaluations, and directs the workflow for the departmental staff. Provides for the education, development and mentoring of staff. This position is also accountable for participating in the development and implementation of departmental goals and objectives. Ensures all goals and objectives are met timely and effectively.

  2. Prepares and/or participates in the development of the department budget in conjunction with established goals and objectives. Ensures budgetary goals are met on an annual basis.

  3. Accountable for the laboratory or laboratories maintaining accreditation with College of American Pathologists (CAP), Centers for Medicare and Medicaid Services (CMS), licensing for Clinical Laboratory Improvement Amendments (CLIA) for patient care and nursing and other accrediting agencies as needed. Also ensures laboratory is compliant with Occupational Safety and Health Administration (OSHA) regulations. Monitors activities impacted by Banner Health initiatives for patient care.

  4. Performs process management by leading and participating in task forces and councils. This includes participating in the development and implementation of processes, procedures, matrix and programs to increase operational efficiency, compliance and effectiveness, as well as ensure the delivery of quality patient and customer care by using Six Sigma and Lean.

  5. Serves as a resource and communication liaison by facilitating timely and accurate dissemination of information to organization and parent partners. Interacts with internal and external customers in responding to result or quality inquiries and other issues related to specimen management, testing and reporting.

KNOWLEDGE/SKILLS/ABILITIES

  • Significant understanding and knowledge of commonly used concepts, practices and procedures of different software programs.

  • Oral/written communication skills, analytical and strategic skills.

  • Must possess the ability to prioritize and perform multiple tasks simultaneously.

  • Good working knowledge of regulatory and accrediting requirements - The Joint Commission, CAP, CMS, OSHA, etc.

  • Ability to Influence Nursing and other ancillary teams, to obtain a consensus to best support phlebotomy and pre-analytical services.Effective interpersonal skills to interface with hospital leadership.

  • Working knowledge of / and project management skills.

  • Ability to close on issues that present to Test Management Department to achieve company objectives.

  • Ability to use presentation skills to disseminate information and to gain consensus of customers.

  • Ability to work under strict time constraints and to manage multiple priorities.

  • Ability to solve problems and work as part of a team.

MINIMUM QUALIFICATIONS

  • Associates’ Degree in Business, Healthcare or Science related fields.

  • Two (2) years of Supervisory Experience.

  • Four (4) years’ clinical laboratory experience.

Or

  • Bachelor's Degree track completion of 60+ credit hours in Business, Healthcare or Science related fields.

  • Two (2) years of Supervisory Experience.

  • Four (4) years clinical laboratory experience.

Or

  • High School Diploma or equivalent.

  • Two (2) years of Supervisory Experience.

  • Six (6) years’ clinical laboratory experience.

PREFERRED QUALIFICATIONS

  • National Phlebotomy Certification.

  • Experience in phlebotomy, send outs, processing and inpatient billing.

  • Experience using Six Sigma or Lean practices to optimize operations processes and project improvements.
