GovCIO Intermediate Network Engineer in Stuttgart, Germany
Overview
Join a team supporting the Global Enterprise Network Modernization-OCONUS (GENM-O) Infrastructure Modernization Capabilities Set contract and support Combatant Command. Work with a team to upgrade projects and their support elements within the 2nd Signal Command span of control, including but not limited to the United States (U.S.) European Command (EUCOM) and African Command (AFRICOM); United States Army Africa (USARAF); and United States Army Europe (USAREUR) Areas of Responsibility (AoR). Current operational capabilities are in need of modernization and expansion. These efforts include, but are not limited to Telecommunication Room (TR) modernization, Inside Plant (ISP), Outside Plant (OSP), Audio Visual (AV) Video Teleconferencing (VTC), Voice-Over Internet Protocol (VOIP), Time Division Multiplexing (TDM), Commercial Solution for Classified (CSFC), Multiple Independent Level of Security (MILS), Video Desktop Infrastructure (VDI), Non-Secure Internet Protocol Router/ Secure Internet Protocol Router, Installation Campus Area Network (NIPR/SIPR, ICAN) and Wireless. The end-state objective is to provide a Unified Capabilities Requirements (UCR)-compliant converged (A/V and data) capability down to the EUCOM, AFRICOM, UFARAF, USAREUR and coalition Command and Control (C2) end users.
To support this effort, the Project Engineer will plan, design, and evaluate new and existing computer network systems and services, including local area networks, wide area networks, intranets, and the Internet, providing analytical, technical, and administrative support. The Engineer will plan, oversee, develop, and implement network policies and procedures and ensure network integrity as maintenance and modification projects to existing applications are undertaken.
Responsibilities
Coordinate system maintenance, monitoring, and installation of multiple WAN/LAN environments encompassing multiple specializations, platforms and technologies.
Assist with research and implementation of enterprise system-wide network solutions/capabilities/enhancements to support customer business/mission goals and objectives.
Troubleshoot and resolve network media and components.
Evaluate and monitor health and performance of the network including hardware and management software.
Develop and maintain a road map for capabilities, operations, and technologies.
Assist with development and execution of test plans and supporting documentation of all network configuration upgrades, additions or revisions for customer approval before implementation.
Support network traffic analysis and bandwidth optimization efforts to ensure attainment of performance and availability objectives.
Evaluate and report on new/emerging network/communication technologies to enhance capacity, performance, and reliability of the network.
Evaluate and recommend changes and/or technology upgrades to address performance, standardization, and industry best practices
Follow all Customer network security processes and procedures, ensures compliance with all Government policies.
Maintain computer networks including mainframes, routers and other physical hardware
Install and configure network equipment
Create firewalls and update virus protection software and data security systems to keep data and communications protected
Maintain current knowledge and understanding of security and networking best practices to offer the best solutions and system protection
Install, configure, and support local area network (LAN), wide area network (WAN), Agency Internet Network (AIN), Intranet and Internet and other data communications systems or a segment of a network system; maintain network hardware and software; monitors network to ensure network availability to all system users and perform necessary maintenance to support network availability; provides support to projects that involve networks; and provides support in the translation of business requirements into telecommunications (e.g., LAN, MAN, WAN, Voice and Video) requirements, designs and orders.
Analyze user's requirements, concept of operations documents, and high-level system architectures to develop network requirements specifications
Guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies
Analyze network requirements and capacity and lead design and development activities
Provide technical leadership for the integration of network requirements, design, and technology
Incorporate new network plans, designs and systems into ongoing operations
Develop network architecture and network design documentation
Guide network development and implementation planning through assessment or preparation of network engineering management plans and network integration and test plans
Design and performs integration of new technologies into local and wide area networks
Provide advanced troubleshooting and problem resolution of complex network problems
Manage the transition and migration of networks and development of network addressing schemes
Interact with the Government regarding Network Engineering technical considerations and for associated problems, issues or conflicts
Communicate with other program personnel, government overseers, and senior executives
Qualifications
Bachelor's with 8+ years (or commensurate experience)
Required Skills and Experience
Education: Associate's Degree in Engineering or Computer Science with 7 years of experience, or Bachelor's Degree with 5 years of experience
JNCIA, JNCIS, JNCIP, CISCO CCNP, CCVP, CCNA or CCDP
An Active, in-scope US Government issued Secret Clearance
US Passport Holder.
A minimum of ten (10) years of in-depth knowledge of complex LAN/WAN communications, network hardware such as Cisco routers, Ethernet switches, bridges, gateways, and firewalls.
TESA eligibility
CompTIA Security + (IAT Level II or greater)
Strong documentation skills (developing engineering implementation plan that requires extensive MS word, excel, Visio skill).
Strong technical background in Cisco/Juniper networking and familiarity (desired) with OSP/ISP cable infrastructure (including testing criteria such as Tier 1 OLTS, Tier 2 OTDR, BERT, Y-1564, BERT, etc.)
In-depth knowledge of complex LAN/WAN communications, network hardware such as Cisco routers, Ethernet switches, bridges, gateways, and firewalls.
In-depth knowledge of routing protocols such as Border Gateway Protocol (BGP) and Open Shortest Path First (OSPF).
Understanding and practical experience with technologies like Multi-Schedule Private Line Service Tariffs (MPLS), Virtual Private LAN Service (VPLS), MLA Virtual Private Network (VPNs) and Traffic Engineering Duties involve among others, management of local and wide area network, projects, and installation of new devices, system, and on-going maintenance of infrastructure.
Experience with Wireless, Riverbeds, Call Manager Express.
Well versed with the advanced engineering and administration of multiprotocol routers, multilayer switches, network security devices and network management systems.
Well versed in all the following networks; SIPR, NIPR, Combined Enterprise Regional Information Exchange (CENTRIXS), Battlefield Information Collection and Exploration System (BICES), Command Post of the Future (CPOF), CENTCOM Partner Networks, Wireless Local Area Network (LAN)
Switching protocols (Common Spanning Tree (CST), Military Image and Surveillance Technology Protocol (MISTP), Per VLAN (Virtual Local Area Network) Spanning Tree (PVST), Rapid per-VLAN Spanning Tree (RPVST+), Verification Test Plan (VTP), Detailed Test Plan (DTP), Group VLAN Registration Protocol (GVRP), Military Advisory Board (MAB), VLAN and private VLAN).
IP services (Web Cache Communication Protocol (WCCP), Authentication Authorization and Accounting (AAA), Quality of Service (QOS), Internet Protocol Service Level Agreements (IP SLA), Embedded Event Manager (EEM), System Logging Protocol (Syslog), Hot Standby Routing Protocol (HSRP), Virtual Router Redundancy Protocol (VRRP), Gateway Load Balancing Protocol (GLBP) and Network Time Protocol (NTP)).
8+ years related technical experience in Network and Transport technologies, tools, and techniques
4+ years’ experience with large-scale enterprise/global networks in a high paced diverse environment
Understanding and experience with the DoD Architecture Framework and other key DoD network architecture and strategic planning instructions
Experience with Juniper and Cisco, switches, routers, Cryptographic devises, VPN and VPN client.
Experience with Network analysis tools (HP Network Node Manager, etc.)
Experience with Juniper firewall/VPN equipment (SRX series)
Experience with supporting IP services to connect to NIPRNET, SIPRNET and JWICS (IPv4, VPN, IPv6, Multicast, QOS, SDN, SNMP, VOIP, VTC, etc)
Experience in either installation or operation of AV matrix systems, such as AMX, Crestron, or Extron solutions including VTC codecs and data wall (i.e., Barco/Samsung/LG display
Experience with OSPF, BGP and multicast.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
