JOB SPECIFICS

Under general direction, the Claims Specialist - Risk/Safety is responsible for processing workers' compensation and vehicle claims and assisting with countywide safety and loss programs. This position will be in the Risk/Safety/Benefits team, and will include coordinating loss control initiatives, claims handling and leave support aimed at protecting the County's employees and assets, maintaining regulatory compliance, and minimizing adverse exposures.

Human Resources Specialist are professional level individual contributors with in-depth knowledge in one or more of the following areas: staffing, employee relations, compensation, benefits, training and development, safety, risk management, insurance/claims or labor relations. This positions working title is Claims Specialist and will have a focus on insurance/claims, safety, risk, and benefits.

MINIMUM QUALIFICATIONS: The job requires a Bachelor's degree in Human Resources, Business Administration, Industrial Relations, Personnel Administration, Public Administration, or closely related field and two years of experience administering safety/risk management programs or equivalent combination of education and experience.

DESIRABLE EXPERIENCE:

  • Work experience processing workers' compensation and vehicle claims

  • Work experience determining OSHA compensability and completing OSHA logs

  • Work experience conducting ergonomic assessments

  • Work experience coordinating safety/loss control programs and safety standards

  • Work experience presenting training to employees

SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS: 8:00 a.m. to 4:30 p.m. Monday through Friday. Work schedules (hours and days) and location are subject to change based on department needs.

ANTICIPATED HIRING RATE: $29.94 - $35.38 hourly

JOB SUMMARY

DUTIES & RESPONSIBILITIES

Provide information and guidance to employees, supervisors, managers, and department heads within area of expertise:

  • Provides information to assist managers and supervisors in resolving Human Resources and/or Risk Management questions and issues appropriately.

  • Responds to inquiries regarding policies, procedures and programs.

  • Serve on interdepartmental committees and share information to assist in the decision making process.

  • Assists in development and implementation of employee and/or risk management programs.

  • Acts as liaison between all county departments and the area of assignment; may act as lead worker to other staff in the department or as an internal consultant to other departments.

  • Uses expertise to provide cost estimates for countywide budget preparation and training.

  • Interprets and develops policies and procedures.

  • Initiates and develops new procedures for program areas such as reporting formats, reporting guidelines, budget preparation, etc.

  • Duties and responsibilities will vary with area of expertise.

  • Other duties as assigned.

WORK ENVIRONMENT

80% of the work is semi-sedentary in nature and involves sitting/standing at a desk. The other 20% involves outside meetings and field work. This job requires: moving or retrieving boxes from storage that can weigh up to fifty pounds; climbing metal ladders; walking around worksites; determining if noise levels require hearing protection; deciding if eye protection must be worn; stooping, kneeling or crouching during inspections or audits. The job also requires the ability to convey detailed or important spoken instructions to workers. There is pressure associated with managing a number of safety programs and ensuring the County is in compliance with regulations. The job requires driving or riding to work sites throughout the county.

About eighty percent of the time, the employee is not substantially exposed to adverse environmental conditions and the noise level is moderate. In some instances, the worker may be subject to weather conditions, noise, vibrations, proximity to moving mechanical parts or vehicles, fumes, odors, dust, or poor ventilation. The job may involve dealing with or calming individuals who are emotionally charged over an issue that may have been referred by others.
