This position is responsible for supervising assigned staff, administering, planning, organizing, directing, and evaluating the services provided by the Public Health Department. Depending on how the issue may be best addressed, activities may be focused on the individual, the community, or at the systems level. The position emphasizes health promotion, prevention of health problems, and harm reduction strategies.   The position uses sound professional judgment, adheres to established policies and procedures, solves problems, and generates outcomes that are in line with stated goals and objectives.

[E]{.underline}[SSENTIAL FUNCTIONS: ]{.underline}Develops and manages departmental programs and procedures in collaboration with the Community Health Department Director to achieve local, state, and federal public health goals and policies. In the ordinary performance of their tasks, this role is granted substantial discretion within the framework of scope of practice, policy, and legislation; oversight and advice are provided by the Community Health Director and Health Officer. With the help of the organizational, community, and personal health services teams, plans, implements, and oversees health services. Prepares, monitors, and analyzes grant and/or contract performance and work plans, as well as defines the mission, objectives, and strategies for each program. Facilitates the provision and treatment of contraceptive management, emergency contraception, diagnosis of presumptive pregnancy as appropriate for patient conditions and per current standing orders, state, and national guidelines. Conducts health exams and assessment of men and women for contraceptive needs based on complete social, reproductive, and medical history, and individual needs.    Provides appropriate diagnosis and treatment of reproductive health related issues, within scope of practice, including contraceptive management, emergency contraception, reproductive tract infection, presumptive pregnancy diagnosis, and other reproductive tract common diagnosis.  Provides options counseling, risk reduction and anticipatory guidance on a variety of health promotion topics, including reducing the risk of STD's and HIV, benefits of planned pregnancies and preconception counseling.  Informs clients of other important health topics such as osteoporosis, heart disease, immunization recommendations as indicated by the client's history or physical findings. Coordinates appropriate referrals and follow-up of abnormal findings beyond the scope of practice or the scope of the public health clinic's responsibilities. Maintains proper and accurate documentation of all client encounters. Evaluates program and community needs within the context of the public health system, the county, and the community. Provides direct service to clients in a primary and back-up role.  Applies nursing process and Public Health knowledge in response to individual health issues. Provides professional advice, consultation, and services to other departments and to the general public.  Supervises and evaluates performance of public health program staff in accordance with the department's policies and applicable state laws.  Responsibilities include training employees; planning, assigning, and directing work, evaluating performance; reward, and discipline as necessary, addressing complaints and resolving problems. Reviews and analyzes County data for socio-demographic changes, rates of disease trends, nutritional needs, violence, accidental injuries, suicides, drug and alcohol arrests, health outcomes, morbidity and mortality, poverty rates, geographic trends within the County, immunization rates and infant death reviews
