Jefferson Metropolitan Housing Aurthority Family Self Sufficiency (FSS) Coordinator in Steubenville, Ohio

The Jefferson Metropolitan Housing Authority (JMHA) is seeking a qualified, highly motivated and self-directed individual to join our team as a Family Self Sufficiency (FSS) Coordinator. Under the direction of the Executive Director the FSS Coordinator provides both intensive case management and outreach to families participating in the Family Self Sufficiency (FSS) program. The FSS Coordinator is responsible for the management, development, implementation and coordination of FSS case management programs and associated services. The FSS Coordinator position is a full-time grant based contract position expected to last at least two years.

Qualifications:

  • Bachelor's Degree from an accredited college or university with major course work in social work or related field preferred.
  • 3 years professional experience in a social service setting preferred.
  • An equivalent combination of education and experience may be considered.
  • Valid drivers license, and insurable by Authority's insurance carrier.
  • Ability to initiate work projects and work independently.
  • Excellent written communication and organizational skills.
  • The ability to work independently in a team environment.
  • Strong presentation and people skills necessary.
  • Strong time management skills.

Essential Functions:

  • Recruit and enroll FSS participants for public and housing choice voucher by completing contract of participation.
  • Research appropriate public and social service agencies, resident groups, and private businesses to determine the most appropriate agencies to provide services to family members participating in the FSS program.
  • Coordinate the establishment of the Program Coordinating Committee (PCC).
  • Notify housing program participants and residents about the FSS program and request responses to determine interest. Track results of recruitment of FSS participants
  • Establish procedures for recruitment of FSS participants, establish a system for selecting Participants for the FSS program and determine eligibility for participation in the FSS program.
  • Determine services needed by participants and match services and providers with participants.
  • Develop individual training and services (ITSP) for each participant.
  • Assist participants with tasks associated with enrollment and/or application for services and programs required in ITSP.
  • Create a contract of participation.
  • Develop orientation for incoming program participants on self sufficiency expectations and availability of programs.
  • Monitor service delivery by service providers. Take appropriate action if service delivery is inappropriate.
  • Monitor progress of FSS participants including activities completed and services received during the entire period throughout the term of the contract.
  • Counsel FSS participants regarding compliance with public housing or Housing Choice Voucher (HCV) program rules and regulations as required.
  • Network with various groups/agencies to discover additional community resources.
  • Public presentations about the FSS program and its participants to other groups/agencies and other public forums as requested.
  • Occasional travel to offsite locations to assist in the finalization of applicant paperwork, attend/conduct training/presentations, attend/conduct meetings, and/or conduct necessary agency duties as assigned.
