Nightwing Information Review & Release -Sr. (24 hours) in Sterling, Virginia

Nightwing seeks a part-time (24 hours/week) Information Review and Release Analyst located in the Herndon, VA area, in support of a dynamic fast paced business office on the KODIAK Program. This position requires the individual to oversee the process of the declassification of documents related to litigation cases, such as civil or criminal cases. You must be detail oriented to record the chronological order of events from beginning to the end of the process. These cases are sensitive in nature and must be handled with strict confidentiality. You’ll organize documents in preparation for legal counsel to review and must be properly recorded with accuracy. You’ll act as a liaison for Other Government Agencies (OGA) involved in the process. You’ll conduct desktop research analyze results to determine the relevance of a new search or whether the requested records have been previously declassified and/or released. The individual will provide the rationale for redaction actions on the electronic version of the documents using codes provided in the Sponsors declassification guidance; provide recommendations regarding the release of the documents for Sponsor approval; and record decisions in the Sponsors automated systems. The individual will determine if a record contains Other Government Agency (OGA) equities and requires external referral or if the record requires non-routine handling. In addition, managing the referral process. Organize documents in in preparation for declassification review and correctly assign these items to the proper equity holder. Research previous declassification/release decisions as necessary to ensure accuracy and consistency and provide feedback to the Sponsor.

Typical Duties include, but are not limited to:

• Reviews & redacts certain equities within classified documents, records and files in accordance with established standard operating procedures, work flows and policies.

• Submits requests to the scanning team to scan any documents needed for research

• Submits requests to the search team to conduct the initial of search for data relevant to the case

• Assists with the training of newly hired search team members, as requested

• Collaborates with supervisory client POCs to recommend and implement changes that improves processes, workflows and standard operating procedures

• Works an eight-hour shift between 6:00AM -6:00PM, Monday-Friday.

o Infrequently provides surge support outside of normal office hours for short-fused emergent requests

Mandatory Skills

It is desired that the individual possesses a minimum of six (6) years of experience reviewing & redacting classified information for the Sponsor or Intelligence Community (IC) in accordance with the Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive

• Will also consider candidates with six or more years of experience in a position requiring analytic skills (such as intelligence analysts, foreign disclosure officers, CD/CI/CT analysts, etc.) AND a demonstrated familiarity with the requirements of the Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive

o A Bachelor’s degree in any liberal arts, scientific or technical discipline will be considered equivalent to three (3) years of relevant experience

o A Master’s degree is equivalent to an additional year of experience

• A driven self-starter who collaborates with client staff and has the capability to recommend and to adapt to new processes

• Must be a team player willing to collaborate and develop robust relationships with clients, colleagues and technical teams

• Skilled in time management with the ability to prioritize competing tasks and multitask in order to meet tight deadlines

• Goal oriented individual who is able to apply critical thinking and provide out of the box solutions

• Ability to communicate effectively with peers and various management levels delivering a proactive experience and approach to high quality services for all stake holders

• Must possess an active TS//SCI clearance with Poly on day one of employment
