Job Summary

The role of the HSRC Business Manager, is to manage and oversee Center operations, to provide high level executive support to the Director, and to contribute to the development and implementation of the operational strategies of the Center.

Under broad direction, the HSRC Business Manager is responsible for the coordination, implementation and review of the outcomes of the strategic activities and investments of the Center, working collaboratively with the Center Director, and Affiliated Principal Investigators. The Business Manager oversees all operational areas including research activities and progress reporting, funding schemes, financial reporting, marketing and communications, and supervises the professional staff of the Center. As well as operational activities, the Business Manager contributes to developing the strategic direction of the Center.

External to the HSRC, the Business Manager is required to maintain excellent collaborative working relationships with people, or their representatives in positions external and internal to the university.

Primary Duties and Responsibilities

  • Manages the development, implementation and review of the Institute business plans in consultation with the Institute Director. Manages the development, implementation and review of plans and Policies and Procedures. Manages deliverables for the areas of marketing and public relations, to enhance funding and research support. Initiates the development, implementation and review of projects against agreed milestones to deliver the objectives of the business plan. Manages the collection of data and analysis of performance against Center Performance Indicators.

  • Responsible for manage research development by managing development of large research funding applications in conjunction with HSRC staff, affiliated faculty, and key researchers. Supporting and facilitating new research initiatives and business development in conjunction with HSRC staff and affiliated faculty.

  • Develops and monitors the annual budget over the portfolio of HSRC contracts, grants and other funding sources. Prepares monthly financial management and reporting to the Director. Provides effective management of all administrative matters pertaining to the Center and ensures financial, legal (in consultation with the USM legal team) and policy compliance with the requirements of the university. Provides strategic, financial and operational guidance to the Center core facilities. Provides logistics and operational guidance and support to the Center for research cruises and other field activities.

  • Provides high level executive support to the Director. Ensures effective management of all professional staff employed by the Center to guarantee the delivery of services as effectively and efficiently as possible. Works closely with University Faculties, Colleges, Schools, Divisions and other Research Centers to effectively and efficiently assess services and expertise within the University. Promotes continuous improvement through professional development. Engages, develops and supports key external relationships and partnerships as required.

  • Oversees the development, approval and implementation of Center policies, processes, practices and procedures that pertain to the management of the Center and its programs. Ensures the activities of the Center comply with University policies, state law and federal regulations.

  • Provides regular reports on Center activities as required to the Director and Associate VPR for Coastal Operations. Provides effective communications of Center activities to all stakeholders. Facilitates engagement with Center Research Areas/Themes with affiliated faculty and key researchers. Oversees the production of the Center Annual Report and other promotional materials for the purpose of external and internal engagement.

  • Other Duties as assigned.

Minimum Qualifications

Bachelor's Degree in business administration, ocean science, or related field from an accredited institute of higher learning and at least 7 years of related experience working on all aspects of grants and contracts management at an R1 university or equivalent private sector experience. Experience should include proposal writing, financial management, personnel management, financial and progress reporting, and logistics for research cruises and other field exercises.

Knowledge, Skills & Abilities

  • Exceptional organizational and business understanding and experience in a scientific or relevant business environment

  • Excellent understanding of financial and management systems

  • Proven track record in managing complex projects and research funding including knowledge of pre- and post-award grant processes

  • Demonstrated people management skills; Excellent interpersonal, oral and written communication skills

  • Experience in dealing with and engaging critical stakeholders

  • Knowledge of the Uniform Guidance

  • Must be able to work under pressure and meet strict deadlines

  • Must be proactive, resourceful and self-motivated; Proficient interpersonal and communication skills

  • Knowledge of standard office administrative practices and procedures

  • Ability to maintain confidential information; Ability to handle sensitive matters with tact and discretion

  • Professional demeanor, integrity, tact and good judgement.

Preferred Qualifications

Master’s degree in business administration or science field from an accredited institute of higher learning.
