Organizational Purpose:
The Division of Animal Welfare (DAW) aims to advance the overall welfare of companion animals and livestock by enforcing animal welfare laws and regulations established by the Animal Protection Act and the Pet Animal Care and Facilities Act. The division comprises the Bureau of Animal Protection (BAP) and Pet Animal Care and Facilities Act (PACFA) programs. The division’s mission is primarily regulatory, conducting inspections and investigations into allegations of animal cruelty, mistreatment, neglect, and noncompliance with pet care facility requirements. The division initiates appropriate enforcement when a violation can be substantiated. This division oversees the commissioning and training of qualified BAP agents and licenses and inspects businesses that fall under the authority of PACFA. This division serves as a resource for law enforcement agencies to address animal cruelty, mistreatment, and neglect by coordinating investigations and providing veterinary expertise. In addition, the division offers proactive outreach and education that contribute to preventing animal mistreatment and improving animal welfare in Colorado.
Major Objectives of the Position:
This position serves as the veterinarian for the BAP program and provides veterinary expertise to inform decision-making on BAP investigative responses to complaints of animal cruelty and neglect. In addition, this position will lead or assist in investigations of animal mistreatment. Primary duties include conducting veterinarian examinations in the field, drafting reports, providing veterinary expertise to BAP agents and law enforcement partners, providing courtroom testimony as needed, and making recommendations to inform education and potential enforcement actions. In addition, this position will help develop outreach and educational materials and training for law enforcement, veterinarians, and the general public focused on detecting animal cruelty and mistreatment.They will also assist the department as needed in responding to outbreaks of animal diseases and animal emergency instances caused by natural disasters.
This position travels as needed throughout the state for field investigations and assessments and outreach and education events.
Primary Duties:
Conducting Veterinary Examinations to Inform Investigations:
This position serves as the BAP Veterinarian and provides veterinarian expertise on animal welfare cases that require a medical evaluation of any animals alleged to be neglected or abused. Examinations can occur throughout Colorado, requiring overnight stays occasionally. This position will primarily focus on BAP investigations but mayassist on PACFA investigations if veterinary examinations are needed. They will conduct veterinary examinations, including field examinations, serving as a subject matter expert for CDA as well as for local law enforcement agencies leading on an investigation. They will draft veterinary reports and assist legal counsel during legal hearings.
Conducting Outreach and Education Related to Animal Welfare:
This position will work with other division staff to develop training material, conduct outreach or speaking engagements, and design educational courses that focus on improving animal health. Education and outreach efforts will target various stakeholders on animal welfare issues, including animal owners, law enforcement agencies, and district attorneys.
Animal Welfare Investigations:
This position will serve in a backup capacity to conduct animal welfare investigations or assist BAP investigative staff on complex field investigations. Investigative duties include assessing the animal and environmental conditions, gathering and documenting evidence, speaking with documenting all necessary witnesses, including the animal owner, collaborating with law enforcement agencies, drafting investigative reports, and providing recommendations for case disposition to the BAP program manager and legal counsel.
Other Duties as Assigned:
This position will assist in, or complete other duties assigned, such as assisting local, state, and federal entities during animal emergency incidents, assisting other agencies or staff members within the department in participation in responding to animal disease outbreaks.
Specific duties include:
Provides support to PACFA or the DAW as needed. Potential activities could include conducting ride-alongs with the PACFA team, reviewing records from PACFA cases, assessing animals at PACFA’s request, and advising the DAW Outreach Coordinator on specific projects.
Assist agencies and entities with livestock handling activities at the time of livestock emergencies, and advises them on proper, appropriate, and humane handling methods.
Assistance in animal emergency incidents or disease outbreaks including assistance in depopulation, carcass disposal, livestock handling, animal identification, euthanasia, and tissue sample collection.

Minimum Requirements:
Education and Experience:
- Doctor of Veterinary Medicine (DVM) degree from an accredited University
Active and unrestricted Colorado license to practice veterinary medicine
USDA Category II Accreditation
No substitutions.
Preferred Qualifications:
Five years’ experience large animal veterinarian practice.
Experience and/or training in conducting animal welfare assessments.
Experience with animal welfare laws in Colorado
Veterinary forensic experience preferred.
Experience in conducting outreach education and stakeholder engagement related to animal health and welfare.
Conditions of Employment:
Must possess and maintain a valid Colorado Driver's License with the ability to independently travel.
Must attach their Colorado Veterinarian license to the application in order to qualify
Circumstances may require position to work outside of regular business hours.
Overnight, out of town, or out of state travel may be required for business meetings.
Ability to operate a vehicle with a trailer attachment.
