This is a non-merit position with the State of Iowa. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.
*This position will be based in Washington, D.C.

Position Overview:We are seeking a dynamic and experienced individual to join our team as theD.C. Director. In this role, you will act as a liaison with government entities at the federal level to advocate for the state's interests, identify funding opportunities, and facilitate engagements between the state and federal government.
Relationship Building:Cultivate and maintain strong relationships with federal government officials, agency staff, and other federal stakeholders. This includes building rapport, attending meetings, and fostering communication channels to ensure the state's voice is heard.
Legislative and Regulatory Monitoring:Track and analyze legislation, regulations, and policy developments at the federal level. This involves staying informed about proposed bills, rule changes, and budgetary decisions that could impact Iowa.
Policy Advocacy:Advocate for the state's position on relevant policy issues. This may involve preparing position papers, lobbying, participating in public hearings, and building coalitions with other entities.
Strategic Planning:Develop and implement long-term government relations strategies that align with the state's overall goals and objectives. This involves identifying key policy priorities, analyzing potential risks and opportunities, and developing action plans to achieve desired outcomes.
Internal Collaboration:Work closely with the Governor’s Office staff in Des Moines and state agencies to ensure a coordinated and effective approach to federal government relations.
Research and Analysis:Conduct research and provide strategic advice on the potential impact of proposed federal legislation and regulations. This involves analyzing policy documents, collaborating with stakeholders, and preparing reports
Grants Monitoring:Identify grant and funding opportunities for state entities. This requires engagement with the federal delegation and key federal agencies.
Essential Skills and Qualifications:
Strong understanding of federal government processes: This includes knowledge of legislative processes, regulatory frameworks, and dynamics in Washington DC.
Excellent communication and interpersonal skills:Ability to effectively communicate with government officials, stakeholders, and internal colleagues, both orally and in writing.
Strategic thinking:Ability to analyze complex policy issues, identify strategic opportunities and challenges, and develop effective advocacy strategies.
Research and analytical skills:Ability to conduct thorough research, analyze data, and synthesize information to provide informed recommendations.
Networking and relationship-building skills:Ability to establish and maintain relationships with key government officials and other stakeholders.
Legislative and regulatory knowledge:Familiarity with relevant federal laws, regulations, and policy areas impacting Iowa.
Strong writing and presentation skills:Ability to prepare clear, concise, and persuasive written materials, such as position papers, memos, and reports.
Strong organizational and time management skills:Ability to manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment.
Experience Needed:
Professional experience: Experience in government relations, lobbying, public policy, public affairs, or a related field is required.
