Town of Star Valley Ranch Public Works Director in Star Valley Ranch, Wyoming

 *Nature of work: *This is an administrative and technical job which includes directing, supervising, training, planning and organizing the Town's Public Works Department. Work involves the responsibility for management of all phases of municipal public works, including all aspects of staff management and training, culinary water, fleet maintenance, parks, all public municipal facilities, road maintenance and many components of public safety. 

 

Work is performed under the supervision of the Town Administrator under guidelines established by the Town Administrator; however, this employee must also exercise considerable independent judgment and technical expertise to meet department objectives.

 

 

Essential Duties and Responsibilities

 

  • Plans, directs and coordinates the work of the staff of the public works department. Schedule and conduct staff meetings establish responsibilities and plan schedules for staff to ensure quality and timeliness of work product required to provide continuous service to the public while maintaining and the safety of staff and citizens.

     

  • Directs and oversees roads, water, parks, fleet and all municipally owned facilities maintenance and construction programs. Provides onsite field inspections when needed.

     

  • Investigates, evaluates, and determines best application of new developments in water industry, road maintenance, snow and ice removal, and devises other means of securing maximum efficiency of staff and equipment.

     

  • Cooperates with representatives of other organizations in solving interrelated administrative, organizational, and technical problems.

     

  • Directs maintenance of property records and upkeep of equipment and structures.

     

  • Involved in interviewing, hiring, and training employees; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

     

  • Monitors construction projects and contracts of the public works department and presents status reports to the town administrator, mayor and town council.

     

  • Works with the town administrator, mayor and town council to determine engineering projects.

     

  • Attends various town meetings and activities as needed.

     

  • Works with staff and town administrator to develop and implement annual maintenance programs; operating/capital improvement budgets and monitors cost expenditures to ensure adherence to town budget. 

     

  • Interacts with various regulatory and government agencies and consults various sources concerning standards, compliance and requirements.

     

  • Evaluate public works needs and formulate short- and long-range plans to meet needs in all areas of the public works department.

QUALIFICATIONS

Extensive knowledge in staff management, construction methods, materials and equipment as applied in municipal public works department. 

 

Ability to communicate effectively, verbally and in writing, with employees' consultants, other governmental agency representatives, Town officials and the public. 

 

High school diploma, associate degree or equivalent from two-year college or technical school preferred and five years related management experience and/or equivalent combination of education and experience.

 

Must obtain a level 1 Well System license through Wyoming DEQ Water Quality Operator Certification. This requires CEU's for every 3-year period.

 

Working knowledge of administration and budgeting.

 

Must be available for after-hours calls.

 

Language Skills

Ability to read and understand documents such as safety regulations, construction plans, blueprints, operating and maintenance instructions, and procedure manuals in English.  Ability to write routine reports and correspondence in English.  Ability to speak effectively before groups of citizens or employees of the Town.  Speaks clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; participates in meetings. 

 

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

While performing the duties of this job, the employee is frequently required to stand, walk, use hands to grasp, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and taste or smell.  The employee is occasionally required to sit.  The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
