First Division Consulting Sr. Program Analyst in Stafford, Virginia
Senior Program Analyst to support the Program Manager Intelligence Systems (PM IS) Electronic Warfare Systems (EWS) Program Management Office (PMO) by performing programmatic planning, coordination, and execution of the cost, schedule, and performance aspects of EWS programs. Provides on-going management, analytical, acquisition, and administrative support.
Primary duties will include:
Support the MEGFoS Project Officer (s) through all phases of the acquisition lifecycle from Requirements Development through Operations and Support, implementing DoD Acquisition and Life-cycle Management policies and procedures.
Coordinate with various PM IS EWS stakeholders in functional areas such as systems engineering, test and evaluation, cyber security, and logistics in support of program efforts.
Prepare, review, and revise acquisition documentation applicable to MEGFoS through all phases of the acquisition cycle (e.g. Acquisition Strategies, Integrated Master Plans, Performance Work Statements, Business Case Analyses, Test Plans, Acquisition Program Baselines, etc.).
Maintain awareness of program status, execution, and milestones, as well as their corresponding strategic impacts, in order to communicate effectively and accurately.
Review and assess technical, cost, and schedule data, identifying any shortfalls and developing potential corrective actions.
Facilitate milestone planning by preparing, reviewing, and updating briefing materials and documentation.
Identify, assess, and document programmatic and technical risks.
Oversee or conduct studies, prepare reports, and advise on feasibility, cost effectiveness, and regulatory conformance of plans, proposals, and/or special projects.
Interact directly with all levels of Government Team and their stakeholders and Customers.
Attend and provide support at meetings, events, and reviews for relevant stakeholders in person and/or via teleconference, video teleconference, and/or web-conference. In addition, the contractor shall prepare meeting minutes and briefings as needed to provide leadership with a recap.
Participate in PMRs, milestone decision reviews, IPTs, and other recurring (i.e., daily, weekly, monthly) meetings, and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.
Provide evaluation, analysis, and assessment of both internal and external reports, pre-briefs, and briefs, including those of other agencies, and provide expert analyses of the documents, including relevance and impact.
Must demonstrate strong interpersonal skills including ability to communicate, both orally and in writing, and proficiency in writing Plan of Actions & Milestones (POA&M), reports and instructions; be able to brief senior leaders on assignments.

Minimum Requirements: 10 years of experience supporting Government programmatic planning, coordination, and execution of the cost, schedule, and performance of all aspects of Government programs.
Required Clearance: Must be able to obtain and maintain a DoD Top Secret, with SCI eligibility
