About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.
The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
The PMO (Project Management Office) Manager is responsible for compliance and coordination of audit responses, project management standards development and oversight, and the establishment and enforcement of program level business process standards within the Paid Leave division. Through this work, the position ensures the long-term sustainability and development of the Paid Leave program by building processes, reducing risk, and managing projects within the division.
Key Responsibilities:
Manage and direct all aspects of the Paid Leave division’s program management practices, including initial development of processes, internal policies, and procedures
Hire, train, supervise, and direct the overall work activities of staff to achieve program standards and to ensure consistent application of Paid Leave division policies and procedures
Coordinate rapid-response efforts to respond to previously unknown project needs, including responses to audit requests. Provide standard operating procedure for responding to events that minimizes disruption to other division priorities where possible.
Support consolidated reporting of status, risks, barriers, and major decision points across a diverse portfolio of initiatives across the division

This temporary position is expected to last up to two (2) years, subject to the changing needs of the division.
This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Four (4) years of experience in project management work, with two (2) of those years supervising project management staff members and/or other teams.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in overseeing a portfolio of projects in a complex, matrixed organization
Experience delivering projects in large-scale technology-enabled initiatives
Ability to analyze and evaluate problems and issues at strategic level and provide creative problem-solving solutions.
Preferred Qualifications
Experience in start-up environment, building from the ground up
Experience delivering in regulated environments subject to regular third-party audits
Experience navigating local, state, or federal government systems including policies and procedures
Knowledge of agile development practices and working alongside more technology-focused team members
