This position provides advanced professional knowledge and skills to analyze, design, and develop project and data management procedures for the Behavioral Health Administration (BHA). The position serves as a management analyst in BHA working on projects that span across the Behavioral Health Administration and Health Care (HCA) Administrations, including designing systems and procedures to administer Certified Community Behavioral Health Clinic (CCBHC) prospective payment system payments, including the monthly wraparound/settle-up process, and provide leadership to transition providers to receiving full CCBHC daily bundled rate payment from Medicaid Management Information System (MMIS) and managed care organizations (MCOs) upon the end of the federal demonstration program.

This position is responsible to provide leadership and technical expertise both internally and externally to develop, advance, implement, and communicate CCBHC payment policy for the State’s Medical Assistance (Medicaid) programs.

Utilizing project management and communications skills this position will convene and align the expertise, efforts, and resources of multiple policy and research areas across BHA and HCA to support alternative purchasing and integrated services delivery reforms of the BHA.

This position is required to plan, develop, and maintain both internal and external facing tools to achieve integrated services initiative goals. This position focuses on working with and supporting numerous stakeholders including fellow staff, BHA teams, and department leads across divisions and administrations as necessary to complete the work.

Responsibilities include, but not limited to:

  • Administer and manage the secondary wrap-around payment processes for services delivered by Certified Community Behavioral Health Clinics (CCBHC) that are participating in the Section 223 federal demonstration. Perform as project technical support and liaison to the BHA Fiscal and Payment Policy specialist and the professional/technical contractor.

  • Plan, coordinate, and manage assigned projects, ensuring that fee-for-service reimbursement rates are adjusted according to state/federal laws and DHS policies. This includes process development, communications, and technical support to fiscal and rates policy staff across BHA and HCA.

Minimum Qualifications

Two (2) years of working experience in the managed care and/or payment processing areas for a healthcare or human services organization.

Experience must include:

  • Project management and data analysis skills.

  • Knowledge of health, public health / communities, health care systems, behavioral health, and quality improvement.

  • Knowledge of primary care operations, behavioral health, community integration, partnerships, Health Information Technology (HIT), electronic health records, care coordination models, community health models, or new payment models.

  • Baseline understanding of principles of patient and family centered care, advanced quality measurement techniques and change management principles.

  • Baseline understanding of Minnesota’s current health care and social service purchasing, payment, and delivery infrastructure from government and private sector points of view.

  • Possess intermediate to advanced skills in Microsoft Excel.

Bachelor’s degree in human services, data analysis or another closely related degree may substitute for one (1) year of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Sufficient fiscal and budget know how needed to ensure fiscally prudent project decisions.

  • Awareness of state contracting policies, requirements, legal procedures, documents, and protocols.

  • Ability to understand the principles and procedures for setting healthcare payment rates and the ability to establish rates for new benefits and periodically adjust fee-for-service rates, according to established methodology.

  • Ability to learn federal and state legal authority as it relates to rate-settings and payment limits.

  • Sufficient fiscal and budget knowledge to interpret cost reporting and payment principles for community-based provider organizations and deliver written and oral technical assistance to program managers and financial staff.

  • Strong human relations and communication skills; ability to communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
