Join the mission driven team in the Health Regulation Division committed to protecting the health and safety of Minnesotans by monitoring compliance with many of the laws and rules designed to protect them.

The Operations Manager oversees a team responsible for ensuring compliance with statewide licensing, registration, and federal certification requirements for state and federal care facilities and providers regulated by the Health Regulation Division. This role supports division leaders in directing and supervising major statewide health programs by guiding supervisors to enhance care and improve operational and administrative practices in both state and federal health care facilities.

The Operations Manager will use judgment to interpret and implement program policies and procedures, while working collaboratively with the Evaluation and Rapid Response teams to address and resolve issues effectively.

This position will also act as a technical expert in managing licenses, certifications and registrations, as well as enforcing regulations affecting health facilities, clients and providers in Minnesota. The role involves preparing and evaluating state and federal regulations, and helping providers and other stakeholders understand and apply these regulations to effectively meet the needs of both health service providers and consumers throughout Minnesota.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.

Position location will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Four (4) years* of experience in a public health, healthcare or human services program that must include the following:

  • Enforcement or administration of licensing, certification or registration activities

  • Coaching, mentoring, developing and/or leading staff while building relationships

AND

Demonstrated leadership experience that may include any of the following:

  • Experience as a manager, supervisor, lead worker, team lead, or project lead;

  • Completion of a State of Minnesota leadership program such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI);

  • Completion of a similar or equivalent leadership development program through another organization;

  • A paid or unpaid position leading a program or chairing a committee that includes at least one year of identifying issues, goals and strategic actions and 100+ hours per year time commitment.

*Substitute a Master's degree in Public Health, Public Administration, Health Care Administration, Nursing, Juris Doctor or closely related field for 18 months of experience.

Additional qualifications to be assessed in interview:

  • Knowledge of local and State health care regulations.

  • Ability to plan, organize, and direct technical and administrative activities of staff and partners.

  • Human relation skills sufficient to work effectively with a diverse team in a variety of complex and difficult situations.

  • Communication skills sufficient to effectively convey complex information to diverse audiences, foster collaborative relationships and provide clear, actionable feedback.

Preferred Qualifications

  • Supervisory experience in a public health program or health care environment, applying state and federal statutes, rules and regulations.

  • Experience in Minnesota long term care regulation including statutory rules and processes.

  • Experience with clinical and healthcare survey and investigation regulations.

  • Experience in developing and administering state or federal government policy.
