About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
This position exists to build and guide the Paid Leave Data and Analytics team by helping to define and drive the Data and Analytics Strategy. The position will help define what types of analytics the team will provide based on Product, Operations, Technology, and Business needs. They will also define the types of databases or systems that will be used to track and pull analytics, and the reporting cadence and process. This role will build and manage a team, coaching and growing the team to use data to tell compelling stories, support decision making, and share progress updates effectively and efficiently. The position is structured to work under limited supervision and will serve as a key player in cross-functional teams across the organization. Expertise in data analysis and strong leadership skills are crucial to enable this person to guide the program toward achieving its goals and objectives. This position requires a unique blend of technical expertise and strong interpersonal skills. The ideal candidate will possess a deep understanding of data analytics tools and methodologies, along with the ability to communicate complex data insights to non-technical stakeholders.
Key Responsibilities:
Analytics Strategy: Develop and oversee strategy to enable and ensure data driven decision-making across Product, Operations, Technology, and other areas of the program.
Data Strategy: Lead the provision of clean, easy-to-use data across the program, working in partnership with Product, Operations, Engineering, and the greater Technology organization.
Data Access: Source and manage visualization tools (Power BI, Tableau for example) and platforms ensuring data accuracy, accessibility, and availability.
Performance Monitoring: Create and maintain the necessary structures to provide monitoring of daily and weekly performance trending with ongoing adjustments and recommendations.
Stakeholder Collaboration: Work closely with various departments and business leaders to understand their data needs to provide effective support and facilitate data-driven decision making across the program.
Innovation & Improvement: Stay updated with Paid Leave trends and supporting technologies. Propose and implement improvements in data, reporting and analytical tools and processes. Inspire and drive the team to operate as a best-in-class analytics function.
Leadership: Provide strategic leadership for the Data and Analytics team, setting overall goals and priorities and ensuring the team’s alignment to program objectives. Lead, develop and coach a team of analytics professionals, providing guidance and mentorship to foster a high-performance culture.
Data Modeling & Transformation: Design, build, and maintain scalable data models and pipelines to meet the organization's evolving business needs.
Technical Expertise: Apply advanced SQL, Python, and other analytical tools to manipulate and analyze large datasets, providing actionable insights.
Continuous Improvement: Identify and implement opportunities for process improvements and automation to enhance data efficiency and reliability.
Support Strategic Initiatives: Collaborate with senior leadership to support strategic initiatives with data-driven insights and recommendations.
Dashboard Development & Data Visualization: Create and maintain interactive dashboards and data visualizations that provide clear, actionable insights for stakeholders across the organization.
Community of Practice
This role will be a part of our Analytics Community of Practice, working in close partnership with analytics leaders across the Paid Leave functions. We’re currently hiring for each of the three (3) roles detailed below:
The Evaluation Coordinator will sit on our Policy team, leading program evaluation efforts to measure how the Paid Leave program delivers against our goals of equitable outcomes, positive user experiences, and having a positive impact on the most marginalized communities across Minnesota. This role will develop partnerships across the Paid Leave division, other State agencies, and external researchers to enable robust evaluation.
The Manager of Operational Analytics will sit within our business operations and is responsible for creating performance visibility across the Paid Leave operation on a daily and aggregate basis. This manager will lead a team of 5-7 analysts and will support all functions within the operation, including Claims Adjudication, Contact Center, Payments, Risk, Compliance, and Appeals.
The Manager of Data and Analytics (this role) will sit on our Product team and is accountable for delivering holistic, horizontal value stream data aligned and prioritized with Paid Leave strategy. This is the most technical of the 3 roles, serving as a liaison to IT tech teams. The Analytics product team will also produce analytics to understand how our applications are performing, to guide other product teams toward continuous improvement opportunities.

This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Minimum Qualifications

Four (4) years of experience leading a high performing analytics team with progressive career experience as a Product Manager, Product Owner, or Business Analyst supporting an agile product management team.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in:
New product innovation, product management, and being part of a team building a product from 0-1.
Selecting and implementing data collection, processing, and visualization tools and techniques.
Establishing standards, methods, and best practices within a Data and Analytics team to ensure best-in-class reporting, analysis, and recommendations, while initiating a data governance process and framework across the organization.
Effective communication skills are necessary including the ability to distill complex data sets into simple concepts and clear, concise, and compelling recommendations.
Building effective working relationships with internal and external stakeholders while coaching, mentoring, and developing staff.
Preferred Qualifications
Experience in:
Agile Product Management ways of working, and experience setting outcomes and measuring progress against these outcomes.
Data visualization tools and techniques (e.g., Looker, Tableau, Power BI) with proven experience managing large datasets and complex models, and proficiency in programming languages such as Python and SQL; experience with Google Analytics is a strong plus.
Statistical analysis and analytical methods to derive insights, coupled with analytical and problem-solving skills focused on prioritizing tasks and delivering high-quality, accurate work.
Ability to:
Build an analytics strategy and accompanying roadmap to share the value story of your team’s work to varying audiences.
Gather and interpret business requirements, translating them into analytical solutions, and effectively communicate complex ideas to both technical and non-technical audiences.
Develop technical specifications, focusing on data integration and analytics capabilities.
