As the legal secretary, you will provide advanced legal and technical support services to appeals activities for state fair hearings and the MNsure Marketplace. The incumbent will function as a more advanced member of the primary legal and administrative support staff responsible to facilitate program integrity and the efficient operations of the Division which processes 14,000 to 16,000 appeals each year.

Responsibilities include but may not be limited to:

  • Review, research, assess and docket new state fair hearing and MNsure appeal cases.

  • Assign appeals and schedule hearings for human services judges.

  • Educate other support staff on the various Human Services programs, appeals processes, resources and databases.

  • Research discrepancies, determine correct response, and update appeals information in the file and the Appeals Case Management database.

  • Investigate and problem solve complex situations where there are inconsistencies or errors in the appeal application and take appropriate actions.

Minimum Qualifications

One (1) years’ experience with human services programs or working in a law office. Experience must demonstrate:

  • Knowledge of human services laws and programs.

  • The ability to research and interpret information related to human services programs found in various databases.

  • Customer Service skills sufficient to provide prompt, courteous and accurate information to customers in person, on the phone, and through e-mail and other written correspondence.

  • Data Entry skills sufficient to input data quickly and accurately.

Preferred Qualifications

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

  • Understanding of the DHS organization, its human services programs and relationships with counties, tribes, providers, and communities.

  • Business Analyst experience.

  • Legal and policy analysis and experience with data practices and data sharing.

  • Variety of experiences working effectively with others from different backgrounds and cultures.
