This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

From eliciting and defining requirements to crafting innovative solutions, your expertise will help ensure projects are delivered effectively and meet organizational goals.

In this dynamic role, you will:

  • Assist with managing incidents for production support between our business partners and IT teams to resolve issues reported by end users.

  • Serve as the vital link between IT and business teams, translating business activities into actionable, technology-driven solutions.

  • Partner with development teams, providing guidance and collaborating throughout the development lifecycle—from concept and testing to deployment and adoption.

  • Communicate system updates clearly, ensuring smooth transitions by coordinating implementation plans and overseeing successful rollouts.

This position is currently eligible for full-time telework:

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.

This position requires a minimum of two (2) years of experience in performing IT business analysis functions.

Experience must include:

  • Eliciting and communicating business needs and functional requirements via one or more of the following: Business, Partner (formally Stakeholder), Functional Solution, Non-Functional Solution and Transition Requirements, Use Cases, Test Cases, Specifications, User Stories, Business Process Models, UML Diagrams, and Wireframes.

  • Highly organized and adept at prioritizing multiple deadlines, working independently, identifying issues, and recommending alternative solutions as needed.

  • Strong problem-solving abilities, including defining issues, gathering information, conducting root cause and alternatives analyses, and implementing creative, effective solutions.

  • Ability to work effectively in cross-functional teams, including technical and business stakeholders.

  • Skilled in clear communication, presenting complex information in an accessible manner, and translating technical details for non-technical partners.

  • Providing customer service, help/service desk, and/or application end-user support with negotiation and facilitation skills that include active listening, empathy, and problem-solving.

  • Familiarity with, or the ability to quickly acquire knowledge of, programs and services managed by public sector agencies in partnership with their collaborators, with a particular focus on human services and public welfare initiatives.

A bachelor’s degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Proven collaborator with a strong ability to work effectively within a team.

  • Knowledge of various methodologies such as Business Process Modeling (BPM), Unified Modeling Language (UML), Lean Kaizen, structured English, etc. within Waterfall and Agile frameworks.

  • Proven ability to adapt to changing business needs and priorities.

  • Experience delivering presentations or leading training sessions.

  • Demonstrated understanding of the programs and services administered by public sector agencies in collaboration with their partners, particularly those related to human services or public welfare.
