Job Summary The Foreign Labor Certification Coordinator will plan, develop, and administer the federally mandated H-2A and H-2B Temporary Labor Certification Programs for the State of Minnesota. This role ensures compliance with federal regulations and provides technical expertise to operations staff and guidance to employers. Duties: Leading work direction for the Foreign Labor Assistant. Serving as a liaison on state and national levels regarding Foreign Labor Certification Programs. Implementing policies and procedures for H-2A and H-2B programs. Conducting pre-occupancy and occupied housing inspections statewide. Performing compliance reviews and preparing required program reports for federal and state officials. The incumbent is responsible for implementing policies and procedures according to federal regulations specifically for the H-2A Temporary Agricultural Program and the H-2B Temporary Nonagricultural Program. These programs exist to allow employers to hire foreign non-immigrant workers for specific temporary or seasonal job opportunities without negatively affecting the wages and working conditions of similarly employed U.S. workers. This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs. This position requires weekly statewide travel. This posting ma be used to fill multiple positions. Qualifications Minimum Qualifications Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Three (3) years* of experience assisting employers to recruit and hire workers, supporting migrant workers, or executing federal grants. *Bachelor's Degree in Business Administration, Human Resources, Organizational Development, Law or other closely related field as determined by the agency may substitute one (1) year of experience; Master's Degree substitutes for eighteen (18) months of experience. Applicants that meet the above minimum qualification will be further evaluated on the following: Skill in setting work priorities, arranging staff coverage to meet workload needs, initiating new work assignments. Knowledge of state and federal Foreign Labor laws and regulations, sufficient to interpret and ensure compliance with statutory requirements. Ability to communicate effectively with customers/stakeholders and understand information. Experience using Microsoft Office Suite including Outlook, Work, and Excel to collect data and create professional communications. Incumbent must maintain valid driver's license and insurance OR have other reliable transportation. Preferred Qualifications Experience in workforce development, including case management and support. Experience using data reporting programs including the Foreign Labor Application Gateway (FLAG) system and MinnesotaWorks.net labor exchange for tracking statistical information for program reporting purposes. Experience in coordinating and managing the agency's Foreign Labor Certification (FLC) process. Experienced in monitoring legal and regulatory changes, providing guidance to stakeholders, and delivering immigration-related training and support to teams and clients. Experience communicating with diverse groups through their native language. Ability to conduct reviews of FLC related federal contracts for compliance with applicable laws and regulations.
