The Minnesota Department of Health (MDH) is hiring a Director for its new Center for Health Care Affordability (CHCA) (https://www.health.state.mn.us/data/affordability/index.html ) . The Minnesota Legislature established this new Center in 2023 to serve as the lead office for helping Minnesotans understand why health care costs are rising, how rising health care costs impact employers, individuals, communities and the health care system as a whole, and what we can do about it together. This position will convene and help to lead statewide conversations about health care costs and their impact, collaborate with the MDH Health Economics Program in developing and disseminating research and analysis on the causes of rising costs, and lead the development and implementation of strategies to limit cost growth and create a more affordable, accessible system for all Minnesotans.

Primary responsibilities include:

  • Provide strategic leadership and vision for the Center for Health Care Affordability (CHCA) to achieve its goals, leading strategic planning efforts, ensuring alignment with health equity, and representing CHCA at various levels.

  • Oversee operational management by providing resources, managing staff recruitment and development, ensuring performance standards, and managing the CHCA budget and contracts efficiently.

  • Advance health care affordability strategies by collaborating with the Health Economics Program and external partners, staying informed on relevant research, and directing staff and contractor work to support CHCA’s success.

  • Build relationships and visibility by providing expertise, engaging with stakeholders and the public, developing state policy options, and coordinating efforts with other MDH programs and state agencies.

  • Develop and implement stakeholder engagement and communication strategies to ensure effective collaboration and clear communication with diverse stakeholders, legislators, and advisory boards.

This position is eligible for hybrid telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Occasional travel within the metro region and across the state is required for this position.

Minimum Qualifications

  • Four (4) years of experience in health care, health policy, health care-oriented research, employee health insurance benefits administration, health care communications, health care advocacy, public health, and/or other closely related professional experience developing goals, objectives, work plans, and budgets. A degree in a related field such as Public Health, Health Care Management, Public Administration, Business Administration, Health Informatics, Communications, Health Law, or Public Policy may count towards professional experience as follows:

  • Associates = 6 months.

  • Bachelor’s = 12 months.

  • Master’s = 18 months.

  • PhD = 24 months.

  • Demonstrated leadership experience which may include:

  • Experience as a manager, supervisor, leadworker, team lead, project lead;

  • Completion of a State of Minnesota leadership program (e.g. ELI, L4, Everyday Leaders);

  • Completion of a similar or equivalent leadership development program through another organization;

  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include: 1+ years identifying issues, goals and strategic actions, AND 100+ hours/year time commitment.

Qualifications to further be assessed in the interview process:

  • Knowledge of state and federal health care policies, programs, and regulations related to health care financing, delivery, access, and/or coverage; commercial health insurance or health care delivery systems.

  • Skills in strategic planning, relationship building, and/or coalition-building.

  • Communications skills, including identifying key points and messages in technical content; ability to share detailed information at a summary level; and experience in speaking to varied or multi-stakeholder groups.

  • Understanding of the interactions between systemic racism, other barriers to health care access, quality and affordability, and health outcomes for Minnesotans.

Preferred Qualifications

  • Expertise in health care market literature and policymaking initiatives related to affordability, cost growth, spending trends, health care financing, under and uninsurance, health care access, workforce issues, and other market drivers.

  • Knowledge of in health care spending trends, health care financing, and the health care delivery/payment ecosystem.

  • Experience working with stakeholders in in public settings, especially related to health care policy issues.

  • Ability to consider equity implications of affordability initiatives.

  • Experience with the Minnesota legislative process, including proposal development, bill drafting, and providing legislative testimony.

  • Ability to respond quickly, accurately, and appropriately to requests from legislators, the media, other state agencies, and the Commissioner or Governor’s Office.
