This position is responsible for the overall leadership and management of Minnesota's Construction Codes and Licensing Division (CCLD) so that agency goals are met, and division activities comply with legal requirements and overall adherence to laws, rules and regulations. This includes:

  • Oversee regulation, education, and enforcement of construction-related health and safety codes and licensing laws in new and existing structures, building codes development, construction plan review, licensing, inspection and enforcement duties.

  • Direct the division overall, as well as lead and supervise the management team, to implement licensing, plan review, inspection, education, and enforcement activities to achieve division goals.

  • Lead and direct policy and budget development and implementation for CCLD so that consistently regulated construction activities occur within the state.

  • Provide advice and counsel to the Deputy Commissioner and agency leadership.

  • Maintain relationships with a variety of construction industry stakeholders.

  • Responsible for oversight and management of fiscal and human resources in CCLD.

Minimum Qualifications

· Seven (7) years’ experience* providing oversight of construction-related regulatory activities. The experience must include a minimum of (4) years at a supervisory or managerial level.

*Master’s degree may substitute for 18 months of experience; Bachelor’s degree may substitute for one year of experience; Associates degree may substitute for six months of experience.

Supervisory, management, and leadership experience must demonstrate the following:

· Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.

· Experience in negotiation, conflict resolution and consensus building with diverse groups to solve difficult and sensitive problems.

· Engaging with legislative and stakeholder communities.

· Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.

· Knowledge of state, federal and local laws, codes, rules and regulations related to CCLD programs; state, local and federal regulatory functions sufficient to enforce their provisions.

· Ability to manage, implement, and develop rules, statutes, policies, procedures, and partnerships so that the division provides clients with quality, state-of-the-art services.

  • Experience testifying before legislative committees and engaging with legislators.

  • Skill in vision setting, organizational development and strategic planning while working collaboratively with other leaders to solve problems and achieve goals.

  • Written communication skills sufficient to prepare formal reports, memorandums, and other transmittal information to effectively respond to oral and written inquiries from citizens, the legal community, licensees, media, agency personnel, enforcement agencies, and elected officials.

  • Communication skills sufficient to support the work of employees while meeting organizational rules, policies and directives.

  • Ability to engage agency stakeholders with ideas and initiatives as well as being able to listen, articulate and address their concerns through potential changes in law or policy.

  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.

Preferred Qualifications

  • Knowledge of the State Building Code, principles and practices of construction industry management, and all phases of building construction systems including structural, electrical, plumbing and heating including systems, building material properties, principles of engineering, building manufacturing procedures, operation of inspection or approval agencies, and objectives of quality control procedures.

  • Experience with continuous improvement and continuity principles and practices.

  • Language skills other than English (Somali, Spanish, Hmong, Karen or ASL).

  • Regulatory experience.

  • Hybrid for State of MN allows an employee to work a portion of the time remotely with a regular schedule of time at the designated office.
