This position serves as the department’s certified agency procurement specialist and provides professional/technical contract coordination support and assists with coordinating and executing all purchasing and contract agreements assigned. In addition, this position provides various other accounting support services as assigned. These tasks may be performed either in a primary or backup role.

The incumbent in position will have the ability to telework, work a hybrid schedule or work in the office. There may be limited occasions when it is necessary for the incumbent to go into the office.

Minimum Qualifications

  • Two (2) years of advanced technical experience to include experience in purchasing, developing/evaluating specifications, and issuing purchase orders/contracts, with at least one year of procurement experience within the State of Minnesota.

  • A Bachelor’s degree may substitute for (1) one year of experience.

  • Must currently have or be able to obtain ALP certification within 30 days of hire.

  • Experience with the State of Minnesota Contract process.

  • Knowledge of Requests for Proposals (RFPs).

  • Knowledge of SWIFT (State-Wide Integrated Financial Tools).

Following qualifications will be accessed during interview

  • Communication skills sufficient to advise others regarding state procurement laws, rules, policies and procedures and to maintain positive and effective vendor relationships.

  • Strong administrative and organizational skills, including time and priority management sufficient to work within deadlines.

  • Working knowledge of budget terminology and principles.

  • Experience using databases, Microsoft Office Excel, and Microsoft Word.

  • Customer service skills sufficient to actively listen to and understand customer needs and provide accurate information and appropriate alternatives in a timely, thorough, courteous, respectful, and professional manner in person, over the phone and in writing.

Preferred Qualifications

  • Experience with payroll processing.

  • Experience with market research and evaluation of goods and services.

  • Experience preparing and managing the Requests for Proposals (RFPs) process.

  • Experience facilitating meetings and negotiating with vendors.

  • Experience working in a union environment.

  • Experience with public sector procurement and contracting processes.

Minnesota Management and Budget will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
