This position directs and manages the business and administrative operations of Management Analysis and Development (MAD), a unique business housed in state government, dedicated to supporting and strengthening public sector organizations. The position exists to ensure that MAD’s fee-for-service management consulting enterprise functions smoothly, that MAD’s clients receive timely and effective service, and that MAD staff have what they need to serve our clients. The business and operations manager ensures MAD’s continued financial solvency by balancing the responsible stewardship of client resources, the appropriate valuing of MAD services, and the need for MAD to be financially self-sufficient.
MAD’s business and operations manager works as a key member of MAD’s management team. By providing critical leadership and execution of MAD business and operations, this position facilitates the provision of high-level, statewide consulting services to all state agencies, positively impacting the quality and effectiveness of services provided to Minnesotans.
Specific roles for this position:
Develops and manages MAD’s administrative, financial, and operational support functions, including supervising the business team, preparing or reviewing detailed financial statements and conducting financial analysis, overseeing all expenses and revenues (including personnel, payroll, purchasing, and billing for MAD services), directing and managing information systems and all external contracts, ensuring proper internal controls in MAD’s accounting practices, and identifying and implementing business process improvements and innovation.
Develops and manages MAD’s external vendor program, including facilitating all master contracts with private partner/subcontractors who provide consulting services to MAD’s clients in cooperation with or on behalf of MAD, evaluating and improving the program’s business processes, and resolving client or vendor concerns.
Develops and manages MAD’s business plan, which is essential to MAD’s success, providing the foundation for MAD’s hourly rate and establishing MAD’s funding requirements.
Serves as a member of MAD’s management team and advises the enterprise director and assistant directors on business processes, rate setting, and other critical aspects of MAD’s consulting business.
Serves as project manager for MAD business process improvements and innovation.
Represents MAD with agencies that regulate and support MAD’s business and advocates on behalf of MAD’s interests.

Minimum Qualifications
At least 5 years of professional or managerial level experience, which includes at least some experience in each of the following areas:
Financial and program management, such as business planning and rate setting, master contract program management, or related activities.
Budget management and accounting practices (preferably within the public sector), including internal controls.
Contracting experience, including executing contracts and auditing program activities; negotiating, preparing, and monitoring contracts; appropriately retaining program records and files.
A bachelor’s degree in business administration, finance, accounting, or related field may substitute for one year of experience. A master’s degree in a related field may substitute for 18 months of experience.
Additionally, the candidate must demonstrate these skills and abilities:
Advanced customer service, human relations, and communication skills: ability to clearly communicate complex information (written, verbal, interpersonal); responsiveness, discretion, and confidentiality to establish and maintain effective working relationships with all levels of management, staff, and external customers; de-escalation and conflict management skills.
Analytical ability sufficient to analyze data, make projections, and anticipate client and staff requests and needs.
Excellent time management and organizational skills to handle multiple and competing priorities in an efficient and effective manner.
Ability to effectively supervise, engage, and support administrative staff (demonstrated through direct experience as a supervisor or team lead or through leadership development programs or related experience).
Ability to navigate variations of policy, procedures, and processes to appropriately address customer needs.
Detail-oriented with ability to develop documents, spreadsheets, reports, and correspondence and to cross-check complicated documents, invoices, and financial reports.
Working knowledge of state government policies, procedures, processes, laws and rules related to finance, accounting, and contracting.
Preferred Qualifications

Masters degree or higher in a related field
Experience with State of Minnesota contracting processes
Experience writing business plans and rate setting in the public sector
Experience working in SWIFT
Experience with business process improvement
Experience supervising and developing staff
Experience working in state government or the public sector
Successful completion of academic coursework in government finance, accounting, business administration, public contracting, or similar disciplines.
Familiarity with diversity, equity, access, and inclusion, particularly as these issues relate to state government
Familiarity with management consulting services
Familiarity with fee-for-service consulting and project-based contracts
Familiarity with a billable environment and a time reporting/tracking system
