This position is responsible for developing, advancing, implementing, and communicating behavioral health payment policy for the State’s Medical Assistance (Medicaid) programs. The incumbent will serve as the State’s technical lead and coordinator in the analysis of rate-setting methodologies and the formulation of recommendations to management on behavioral health services rate development. As the statewide expert, the incumbent will analyze rates-structure options and in consultation with Health Care Administration: Health Care Rates, Federal Relations, MCO Contract Management and Minnesota Health Care Programs (MHCP) policy team members—formulate, advance, and implement behavioral health payment rate policies.

This position will establish payment rates for public behavioral health benefits, including MHCP covered procedure codes, consistent with federal regulations, Medicaid State Plan policy, legislative requirements, rate-structure policy, and Behavioral Health Division (BHD) policy goals. In performing this purpose, the incumbent will exercise expertise in established and innovative rate-setting methodologies.

This position requires knowledge of and experience with applicable federal cost principles, cost reporting and cost analysis, rates-setting, legal compliance expertise, and the full range of communications and interpersonal abilities related to communicating rates to participating providers.

Responsibilities include, but not limited to:

  • Lead the development and implementation of a uniform methodologies for behavioral health rates that is transparent, culturally responsive, promotes quality service delivery and client choice. The incumbent will establish rates in compliance with federal criteria and methodology.

  • Annually calculate and adjust fee-for-service rates in compliance with state and federal statute, current rate structures and established rate-setting methodology. Manage rates analysis work and conduct internal analytical work to produce rates based on actuarially sound principles with respect to the data, assumptions, and calculation methodology used.

  • Manage and coordinate with contracted vendor(s) to implement Behavioral Health rate reforms.. Activities include but are not limited to maintaining clear communication with vendor and HCA, financial reporting, invoice review/tracking, financial reconciliation, budget development, and budget/grant revisions.

Minimum Qualifications

Three (3) years of specialized professional experience with Health Care Programs and/or Behavioral Health programs.

Experience must include:

  • Knowledge and understanding of federal and state legal authority as it relates to MHCP payment policy.

  • Knowledge of health care delivery systems and standards of practice.

  • Constructing rate structures and implementing those rates.

  • Knowledge of Medicaid or Medicare cost reports.

  • Understanding of core contract and grant management standards and practices.

Preferred Qualifications

  • Extensive knowledge and application of Code of Federal Regulations (CFR) 2 CFR 200.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience using the MMIS system.

  • Strong written and oral communication skills with the ability to write complex technical documents including legislation, legal documents, bulletins, legislative reports, and procedures.

  • Ability to monitor, analyze, and advise on the legal trends and developments related to payment policy, nationally and statewide.

  • Knowledge of the legislative process, state government policies, procedures processes, laws, and rules.

  • Ability to give presentations and to facilitate discussions to guide, solicit and explore diverse perspectives.
