CITY OF ST GEORGE Project Manager in ST GEORGE, Utah

Under the direction of the City Engineer manages, oversees, and coordinates a variety of projects within the

Public Works Department.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following

tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all

functions and tasks performed by positions in this class.)

  1. Manages the construction of a variety of development services projects and/or public works capital

projects, including special improvement districts, roadways, pipelines, drainage projects, bridges, and others.

  1. Interprets engineering drawings and specifications.

  2. Identifies and resolves problems encountered during project construction. Interfaces with project

participants, including contractors, engineers, City departments, consultants, property owners, etc., during

the course of the project, to effectively execute project requirements.

  1. Performs construction surveying as required by utilizing Global Positioning System (GPS) and other

survey equipment to perform fieldwork.

  1. Coordinates with required state and federal agencies to ensure compliance with applicable regulations

and procedures including drainage control, air quality, and other activities.

  1. Ensures that projects meet applicable contract documents and City standards.

  2. Coordinates with other City departments to ensure effective communication and use of City resources

and compatibility of projects.

  1. Assists with administering contract documents, including bonds, notices, agreements, change orders,

and substantial completion.

  1. Keeps required project records and files.

  2. Reviews requests for payment. Ensures that projects stay within established schedules and budgets.

     

  3. May oversee consulting services associated with selected capital projects.

  4. May perform project planning, design, estimating, specification preparation, bidding, and inspections

as assigned.

  1. Effectively pursues the completion of contract closeouts, including punch-list completion, record

drawings, final payment, and one (1) year warranty inspections.

  1. May perform on-the-job training and create and improve standard operating procedures for field

inspectors.

  1. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Moderate physical activity. Required to push, pull, or lift medium weights. Uncomfortable working

positions such as stooping, crouching, and bending. May have a few disagreeable elements such as the

appearance of workplace, poor ventilation, or uneven temperatures. Intermittent exposure to stress as a

result of human behavior.

Qualifications

Education and Experience: Graduation from an accredited college, university, or technical school in

construction management or related field and a minimum of two (2) years full-time progressively more

responsible work experience or a minimum of six (6) years full time progressively more responsible

work experience performing duties related to design and construction. Education may be substituted for

work experience on a year-for-year basis for up to four (4) years.

Licenses and/or Certifications: Must possess a valid driver's license. A valid Utah Driver's License must

be obtained within 60 days of hire and be maintained throughout employment.

Knowledge, Skills, and Abilities

Knowledge:

• Demonstrated knowledge of modern techniques, technology, equipment, and computerized systems used

in design and construction.

• Knowledge of survey methods, procedures, and materials testing.

& bull; Demonstrated knowledge in the use of computers and their application in engineering, construction

management, spreadsheets, word processing, and other appropriate applications.

• Knowledge and training in constr ction management of capital projects.

• Working knowledge of contract administration relating to municipal projects.

Ability:

• Demonstrated ability to prepare written and oral reports on complex projects and issues and the ability to

present them to and effectively work with a variety of individuals and/or groups.

• Demonstrated ability to make correct decisions in the field or with designs that resolve potential or actual

problems.

• Ability to establish and maintain effective working relations with elected officials, department heads,

subordinates, the public, and officials and employees of other jurisdictions.

• Ability to negotiate and resolve conflicts.
