CONDITIONS OF EMPLOYMENT:
New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
New employees of the Department of Military Affairs are required to participate in a Direct Deposit/Electronic Transfer Program.
The Department of Military Affairs is paid on a monthly basis.

MINIMUM REQUIREMENTS:
A High School Diploma or equivalent; AND
Six (6) years of Human Resources or related field;
Education may be substituted for experience on a year-for-year basis.
DUTIES AND RESPONSIBILITIES:
Separations & Retirement
Coordinate with Division of Retirement on any issues needing technical expertise, i.e. calculation of retirement credit and state service credit, including military service.
Process FC-1 and retirement payouts.
Process FRS Invoices.
Provide information from Florida Retirement System (FRS), guidance forms and Helpline.
Assist and process DROP paperwork for the employee.
Process all Personnel Action Requests (PAR) for, retirements, and terminations.
Assist employees with Benefit information.
Classification, Reorganization & Compliance:
Evaluate job positions, determining classification, exempt or non-exempt status
Ensure agency compliance with federal, state laws and cooperative agreements, including reporting requirements.
Make recommendations with sound analytical rationale to management on actions required to bring classification or position management issues into compliance.
Research job and worker requirements, structural and functional relationships among jobs and occupations, and occupational trends
Conduct position reviews and desk audits, as assigned, to appropriately assess the proper broadband of a variety of positions in the DMA, process SES/SMS information through Department of Management Services.
Action special projects as assigned by HR Deputy Director and Director
Review current employee position descriptions for proper classification and compliance regulations.
Research through Department of Management Services (DMS), O*NET, Bureau of Labor Statistics (BLS) and various resources on classifying positions accurately.
Update information through People First/ORG Management.
Maintain Organizational Charts for the DMA (Master and Sections).
Development & Training:
Review and implement People First Talent Management Learning Platform.
Conduct deskside briefing for Managers on Supervisory Training.
Assess, identify, conduct, and recommend training needs for DMA employees.
Coordinate and conduct state mandated training.
Continues HR and professional related training through various resources.
Ensure cross-training amongst other HR Generalist positions.
Expectations and Evaluations – Performance Management:
Assist in the training of employees and supervisors regarding the importance of expectations and evaluations to include how to properly write expectations according to Florida Statute, FAC and State requirements.
Review performance evaluations for consistency & timeliness
Monitor probationary expectations and evaluations to ensure timely completion to prevent defaulting.
Ensure that all timelines are met and evaluations are completed during the evaluation period deadline.
Assist Command Staff with the implementation of expectations and evaluations.
Notify the Deputy and the Director of Human Resources of any issues revolving around expectation and evaluations
Policy Development, Interpretation, & Administration:
Assist the HR Director and Deputy Director in reviewing, recommending, interpreting, & enforcing compliance of state and agency HR Policies.
Takes proactive approach & accountability for researching, analyzing, & overseeing implementation of HR policies that impact DMA employees; ensure consistent, timely, & accurate technical assistance when implementing & interpreting rule, policy, & procedures.
Employee Relations:
Demonstrate behavioral/competency standards of an HR Professional at the relevant level.
Demonstrate DMA advocacy when communicating with internal & external customers.
