Applied Research Associates, Inc. Senior Technical Program Manager in Springfield, Virginia

Description

Join our team supporting exciting mission relevant testing for our mission partner in the IC. Your role will be test coordination, test engineering, and GEOINT Trust project management support. You will serve as technical liaison to the government, industrial and academic organizations.

What you’ll do as the Senior Technical Program Manager:

  • Lead Test Engineer who will plan, prepare, and execute field test events

  • Leads GEOINT Trust and experimentation project(s), including the design, management, and execution of experiments and test events

  • Responsible for oversight of facilities and mission equipment to perform basic, applied, and advanced concept development using ground, air, and space-based electro-optical, and other industry-specific equipment used for remote and ground data collection

  • Manage mission partnerships and coordinate experimental support with IC partners

  • Establish program execution schedules, milestones, deadlines, and deliverables for government and commercial programs with a focus on data governance

  • Apply engineering principles from multiple disciplines, including electro-optical sensors, solid-state lasers, integration of algorithms/software into hardware systems, and others

  • Develop plans, including cost and schedule for cooperative efforts with mission partners including commercial and other government agencies

  • Advocate for prioritized efforts to meet customer and mission partner objectives in data collection, analysis, and reporting

  • Help improve the understanding and utility of new sources of GEOINT data, as well as to develop or prototype methods to calibrate, correct, process, analyze and/or exploit existing and future data sources

  • Accomplish activities necessary to advance and increase understanding of data from current and emerging sensors, including data formats; evaluate and monitor data quality; explore the application of the data to relevant problem sets; and to explore, understand, improve, and apply processing techniques and algorithms to the data

  • Provide recommendations in planning, forecasting costs, coordinating, and executing experimentation events

  • Prepare test plans and reports that document deficiencies and issues identified in the conduct of test and evaluation events

Senior Technical Program Manager Requirements:

  • Must be a US citizen with an active TS/SCI security clearance

  • BS Degree along with a minimum of 10 years related experience

  • 7 years of test and evaluation experience in DOD intelligence or command, control, and communications programs / projects

  • 5 years of progressively complex experience in the testing and evaluation of DOD or IC intelligence systems

  • Able to perform system engineering functions such as tracking requirements, risks, and mitigation plans

  • Foster working relationships with subject matter experts and stakeholders that are partnered with the customer in order to capture test requirements, capability gaps, and T&E infrastructure project summaries

  • Strong knowledge of active and passive sensor phenomenology, capabilities, and limitations

  • Demonstrated oral and written communications, including the ability to prepare briefings of technical material to technical and non-technical audiences

Senior Technical Program Manager Preferences:

  • MS Degree and 8 years experience
