PURPOSE OF POSITION:

Under the direction of the Manager-Electric Line Engineering or designee (Engineer III or IV -Electric Line), performs engineering and project management duties necessary for the completion of the department’s goals. The Engineering Design Specialist – Electric Line will prepare advanced and complex technical designs which require the application of standard engineering principles and procedures. The Engineering Design Specialist – Electric Line may assist other departments within Electric T&D on special or long-term projects as approved by the Director – Electric T&D or designee. Specific duties will be dependent upon departmental needs including any or all the functions below.

ESSENTIAL JOB FUNCTIONS:

  1. Serves as a Project Manager on long-term and/or complex projects. Manages all aspects of engineering including, but not limited to, scheduling, budgeting, personnel requirements, contracts, Memorandums of Understanding, design, and easements. Attends meetings and interface with design and construction groups both internal and external to City Utilities. Coordinates the work of engineers, designers, and interns related to the project.

  2. Performs general engineering functions in the design and operation of roadway lighting systems. Reviews roadway lighting projects to ensure compliance with the Outdoor Lighting Policy, Illuminating Engineering Society recommended practices, Federal Highway Administration, and American Association of State Highway Transportation Officials requirements.

  3. Creates and maintains City Utilities engineering and construction standards and compatible units for outdoor lighting systems. Determines the applicability of codes, standards and recommendations related to outdoor and roadway lighting, and stays abreast of changes. Stays current on existing and new technologies.

  4. Creates and maintains City Utilities’ revolving 10-year streetlight improvement projects plan. Manages annual budget and schedules projects to meet the objectives of the plan.

  5. Develops and maintains engineering and construction standards for wireless communication implementation and attachments on City Utilities electric distribution and streetlight systems. Performs general engineering and design functions in the installation and operation of wireless communication facility implementations and/or attachments to City Utilities’ poles.

  6. Performs general engineering and design of electric transmission facilities. Stays current on electric transmission and distribution technology. Analyzes transmission designs to ensure proper anchoring, sag, tension, and pole strength. Verifies vertical profiles for all crossings.

  7. Performs engineering and design functions for new, redesigned, and/or relocated distribution facilities as required by customer needs, system upgrades and additions, load increases (or decreases), or other reasons.

  8. Assists with the specification, setting or programming, maintenance, and troubleshooting of automation equipment on the distribution system. Equipment includes but is not limited to; automated switches, reclosers, regulators, switchgear, automatic transfer switches, and capacitor bank controllers.

  9. Interfaces with Information Technology to ensure that software and hardware implementations in the department meet the needs of the department and utility in function and usage. Evaluates how the software interfaces with department goals along with meeting the needs of the users to perform their daily tasks. Arranges training on new and existing software applications and hardware available to the department as needed. Evaluates third party software solutions for department functions and processes.

  10. Interfaces with OT Network Specialist (Substations) to ensure software used by Electric Line Engineering to program or configure line equipment is the most recent and/or compatible with the installed equipment. Assists with version control and license management for programming/configuration software.

  11. Assists Manager – Electric Line Engineering with budgeting, financial forecasting, and planning activities.

  12. Assists the Manager – Electric T&D Maintenance with engineering data needed for bidding purposes and as needed on system maintenance, improvement projects, and initiatives.

  13. Monitors stock item availability and short-term and long-term material forecasts from vendors. Investigates material supply/quality issues and coordinates solutions with storeroom, purchasing, construction, engineering, and vendors.

  14. Participates on the Electric Line Construction Standards committee.

  15. Assists the Geographic Information Systems group within the Information Technology department and serves as a point of contact for the department.

  16. Assists in Emergency Operations Center (Base 5), as Contractor Assistance Personnel, and/or as Duty Supervisor. This work may be during or after normal working hours.

  17. Conducts research, gathers data, and generates reports and presentations.

  18. Attends meetings with internal and external groups, including the public. May present and/or answer questions related to engineering or general utility activities.

  19. Participates in internal and external organizations and committees as budgets and schedules allow and as approved.

  20. Interfaces with outside agencies at all levels.

  21. Reviews electric plans as part of City Plan Review process to ensure compliance with Electric Service Standards, including compliance with the National Electrical Code and the National Electrical Safety Code.

  22. Performs other related duties as assigned by management.

QUALIFICATIONS:

Education and Experience:

Bachelor’s degree from an accredited college or university in a technical field of study is required. Successful completion of specific college coursework in college algebra, trigonometry, DC circuit analysis, AC circuit analysis, and technical writing is required.

Seven years progressive experience in design of electric facilities related to distribution, transmission, and roadway lighting systems is required.

Licensing/Certification:

Must have a valid driver’s license (minimum Class F).

Knowledge, Skills, and Abilities:

  • A broad working knowledge of the National Electrical Safety Code, National Electric Code.

  • Working knowledge of City Utilities policies, procedures, and applications

  • Excellent written and verbal communications skills.

  • Exhibits self-directed work behaviors, values that place importance on service to customers, and a commitment to organizational goals.

  • Advanced skills with the use of AutoCAD to create engineering drawings.

  • Advanced knowledge of Microsoft Office products.

Physical Requirements:

Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required. Ability to visually differentiate between color-coded lines and symbols associated with AutoCAD and/or graphic design tools is required.

Working Conditions:

Duties are primarily performed in an office environment with some outside field work in all weather conditions. Emergency restoration work may require extended hours in unfavorable weather conditions at any time of the day or night.
