Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY TECHNICIAN (Title 32), Position Description Number D1904000 and is part of the IL USPFO, National Guard. About the Position: Recruitment will continue until the position is filled. Applications will be pulled at the request of the hiring official and in the order received. Responsibilities As a SUPPLY TECHNICIAN (Title 32), GS-2005-5/6/7, you will ensure property accountability and provide installation supply assistance and instruction to units and activities within the state. Major Duties - This is NOT an all-inclusive list: Responsible for receipt and accountability of federal property. Analyze possible redistribution of equipment through transfer, loan, or assignment. Review and process external as well as internal loans and leases that may impact readiness and/or mission requirements. Process and account for through agency coordination the incoming and outgoing federal property assignment. Process electronic supply requests and changes. Review all commercial requests for property and delivery orders for authorization. Perform extensive fact finding, investigating, and recommend corrective action to resolve problems. Coordinate with Force Integration Readiness Officer and establish a suspense file for equipment authorizations awaiting changes. Work with assigned units in dealing with distribution and redistribution programs and standard logistics programs. Initiate actions for proper transfer and movement of supplies. Perform quarterly equipment on hand analysis by unit identification code to improve equipment accountability to ensure all units are validated on. Coordinate all activities for Property Book officers when there is a unique item tracking that is located in multiple states. Validate state asset visibility and accountability of federal assets. Initiate and recommend unit visits for performance of reconciliations. Assist with and monitor posting as the result of unit reconciliations. Provide expertise, recommendations and training directly to Property Book Officers, Supply Personnel, or Unit Personnel for property accountability procedures. Resolve inventory problems and where items may be lost or damaged and use judgment as applicable regulations may be unclear. Review, validate, and establish accountability for mobilizing units and organizations. Perform inventories, site visits, and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - May not exceed the rank of SFC. GENERAL EXPERIENCE: Must possess experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered; and experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-07 Level - Must possess at least 12 months experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment; experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts; and experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management. GS-06 Level - Must possess at least 9 months experience, education, or training which demonstrates knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment; experience conducting searches for required information; reconstruct records for routine supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts; and experience performing routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management. GS-05 Level - Must possess at least 6 months experience, education, or training which demonstrates knowledge of standardized supply regulations, policies, procedures, or other instructions relating to the specific functions assigned; experience that demonstrates knowledge of one or more automated supply databases to enter and retrieve recurring reports; and experience using working knowledge of the structure of a supply organization and the organizations serviced. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education If you are using Education to qualify for this position, substitution of education for specialized experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions. You must provide transcripts or other documentation to support your Educational claims.
