Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) (TITLE 5), Position Description Number T5042000 and is part of the IL HRO AR, National Guard. Responsibilities As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP) (TITLE 5), GS-0201-7/9, you will provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Major Duties - This is NOT an all-inclusive list: Ensure required selection documentation and information contained thereon is correct; checks security requirements; initiates select/non-select letters, etc. Interpret and apply State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Analyze technician and payroll information to identify and resolve pay-setting errors or discrepancies. Provide advice on military technician compatibility issues and delegated personnel authorities. Assists technicians with permanent change of station moves; Assists with the completion of travel orders authorizing various entitlements. Assist in educating commanders, managers, and supervisors on the various programs such as assisting with reductions-in-force, and pay setting rules for GS and FWS appointments. Provide advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Identify appropriate qualification standard to be applied, validate hire authority, develop position announcements, locate position applicants, develop candidate evaluation criteria and evaluate candidate eligibility, and refer qualified candidates for selection consideration. Review and verify information on requests for vacancy announcements to assure correctness. Notify candidates of the results of their application. Requirements Conditions of Employment Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Subject to provisions of DoD Priority Placement Program. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Qualifications One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 1 year equivalent to at least GS-7; experience that prepared you to perform the duties of the position; experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. GS-7 Level MUST possess at least 1 year equivalent to at least GS-5; experience that prepared you to perform the duties of the position; experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experience refers to paid and unpaid experience, including volunteer work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
