Job Summary

This position is 37.5 hours per week.

This position provides Mental Health screening, counseling, consulting and referral for assessment and treatment of probation youths and youths detained in the Juvenile Detention Facility. The position allocated to this class, under the direction and supervision of the Nurse Manager and the Juvenile Court Services Director, or designee, is responsible for the Mental Health screening, referral, consultation, counseling and behavior management planning of detained juveniles. Provides mental health services to Juvenile detainees and probationers with short term crisis episodes or serious to severe chronic mental health needs. In addition, the Juvenile Mental Health Professional will work with Community Health Care Providers and outside organizations to ensure continuity of care an appropriate discharge planning. Consults, trains and collaborates with Corrections and Probation Staff in the development and maintenance of a youth’s behavioral management plan and therapeutic environment.

NOTES SPECIFIC TO THIS POSITION:

Maintains awareness of changes and updates to Washington State Administrative Code as pertains to Behavioral Health Agency Administration practices.

Assists in the preparation and administration of all local, state and federal behavioral health audits of clinical duties and other related issues.

Assists in the development and implementation of policies and procedures that support behavioral health services identified as best practice and current with industry standards.

TOTAL COMPENSATION: $75,550 - $105,743 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Juvenile Court employees are directly responsible for the supervision and/or care of youth under the age of eighteen. As such, applicants undergo an extensive application and selection process as well as a thorough background investigation.

The effectiveness of the Juvenile Court is directly related to the quality of personnel employed by the Court and the level of public trust in those personnel. As a result, the following extensive application process is designed to elicit information to assist us in determining your character, suitability, and competence for the position for which you have applied.

Failure to complete the entire application, whether intentionally or unintentionally, will result in your removal from consideration.

In addition, the background investigation may include, but is not limited to: an interview(s); employer reference checks; polygraph test; criminal and driving records. Failure of any portion of the background investigation will be “cause” for removal from consideration. Upon completion of the background investigation, each candidate’s suitability is reviewed by Juvenile Court Administration.

Examples of Duties

  • Screens and assesses newly detained and probation juveniles for mental illness concerns, particularly as it affects the physical safety of the youth and others.

  • Makes referrals and coordinates care with community providers.

  • Reviews detained and probation youth whose daily classification status indicates a physical threat to self and/or others.

  • Counsel’s youth identified through observation, screening, assessment or referral as needing Mental Health services.

  • Develops, implements (with the Corrections and Probation Staff), and monitors Behavioral Management Plans and therapeutic environment needs for appropriate detained youth.

  • Consults with other local Mental Health Professionals, the youth’s current Therapist, Psychiatrist, Chemical Dependency Counselor and the Nurse Manager regarding interventions and Behavioral Management Plans.

  • Consults with and educates assigned Probation Staff regarding a youth’s Behavioral Management Plan, interventions, urgent care needs, and additional assessments and referrals for treatment.

  • Coordinates Mental Health services with other departments, external organizations and agencies.

  • Communicates with parents and care givers regarding treatment recommendations for youth.

  • Provides crisis response and intervention.

  • Maintains a current database and all necessary documentation of services including, but not limited to: screening, assessment, referral, counseling, consultation, behavioral and treatment plans, and agency and administrative paperwork.

  • Determines Medicaid eligibility.

  • Utilizes, the Involuntary Treatment Act, as needed.

  • Trains Correction’s Staff in appropriate behavioral interventions regarding current mental health issues.

  • Provides risk assessments for the court, crisis intervention, case management, and treatment recommendations for youth in detention.

  • Testifies in Court as an expert witness.

  • Complies with all federal, state and local legal requirements regarding Mental Health treatment, referral and confidentiality issues.

  • Participates and successfully completes all training requirements at the direction of the Juvenile Court Services Director, or designee.

  • Assists Nurse Manager in developing and drafting departmental Mental Health policies and procedures, in accordance with WAC and RCW requirements..

  • Attends and participates in agency staff meetings, community meetings and other various committees.

  • Performs all duties required to maintain current facility licensure from Washington State Mental Health Division.

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Master’s degree from an accredited college or university, in Social Science, Psychology, Counseling, Social Work or a related field.

  • One (1) year of related experience preferably in the field of Mental Health.

  • Experience providing psychological and Mental Health service and/or crisis intervention services to adolescents highly desirable.

  • Possession of a current Washington State Mental Health Professional license is required.

  • Additional certification as a Child Mental Health Specialist and/or a Substance Abuse Counselor is also preferred.

  • PLEASE NOTE: Incumbents must also pass a Washington State Patrol Background investigation and all other County and Juvenile Court Services pre-employment requirements such as polygraph, personality and drug tests.

  • Possession of a valid Washington Driver's License at time of hire and for the duration of employment.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

INSURANCE BENEFITS

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance

Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
