Downriver Community Conference Human Resources Manager in Southgate, Michigan

The Human Resources Manager is responsible for the oversight and administration of the agency's Human Resources Department and customer satisfaction functions.

PRINCIPAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Administer the agency personnel system, hiring practices, approve job postings, oversee employment reference checks and verify background documents
  • Ensures the agency is in compliance with all EO acts and laws along with ADA *requirements. *
  • Coordinates the agency's Performance Based Evaluation System, including refining *and updating evaluation factors and goal-oriented behaviors. *
  • Develops new, and re-writes with department directors, existing job descriptions as needed to reflect current job duties of all agency staff. This includes utilizing the established scoring tools to assign each job description a level for salary and wage compensation.
  • Provides entrance orientation for new employees, explanation of all agency benefits, and policies in the Employee Handbook. Orientation includes handling all legal and confidential documents with new hire.Address  employee   relations   issues,   such   as   harassment   allegations,   work complaints, or other employee concerns.
  • Responsible for maintaining HR and payroll software system ensuring accuracy of information entered into the system.  Makes payroll changes bi-weekly in coordination with Fiscal Coordinator.
  • Reviews and updates Employee Handbook to ensure accuracy with current practices and compliances with all Federal, State, and local laws. Presents edited/updated policies to board for approval annually.
  • Administers the agency's disciplinary policies to ensure fair and equitable treatment of employees.  Conducts Employee Notice meetings with managers and employees.

Responsible for training and development of managers and staff (i.e. Family Medical Leave Act -- FMLA, Equal Opportunity, sexual harassment, etc.).

Oversees the maintenance of the official personnel files on all current and former employees, including records relating to hiring, performance, discipline, promotion, tax status, salary changes, current address, telephone and emergency numbers.

Responsible for coordination and administration of all employee benefit invoices on a monthly basis.    Reconciliation  of  invoices  should  be  done  by  way  of  checking invoices against reports available through HR software system.

Coordinates additional programs -- Summer Youth Employment, Mental Health First Aid, and Suicide Prevention training.

Processes garnishment orders with Fiscal department.

Coordinates information  relating  to  employee  grievances,  complaints,  and  legal action against the agency.

Coordinates and administers employee benefit plans, including open enrollment, new enrollees, responding to benefit questions or resolving benefit issues.

Maintain up-to-date Summary Plan Descriptions and Plan Documents, as required by law, for all benefit plans.

Responsible for all EO Liaison duties including, but not limited to up to date postings and information, relaying new rules or regulations to staff, handling all complaints received by customers, ensuring employer EO guidelines are followed, and responding to all complaints received by customers.
