Description

The Housing Program Specialist (Bilingual - Spanish) will be responsible for providing comprehensive assistance and support within our housing programs. This role requires extensive knowledge of various HUD programs, forms, and procedures. The ideal candidate will possess excellent communication skills, particularly in Spanish, and have the ability to manage public interactions effectively. The Specialist will also demonstrate the ability to quickly assimilate new tasks and processes with minimal training.

Key Responsibilities:

  1. Program Knowledge and Implementation:

    • Explain and apply the Housing Choice Voucher Program (Section 8), including recent changes under HOTMA (Housing Opportunity Through Modernization Act).

    • Provide information and guidance on the Emergency Housing Voucher (EHV) Program, Project-Based Voucher Program, and VASH vouchers administered by other Housing Authorities.

    • Utilize and explain key HUD forms including but not limited to:

      • Form 50058 (Family Report): Understand its use in reporting HAP expenditures and participant reexaminations.

      • Form 52665 (Portability Form): Manage the portability process and billing for HAP expenditures and administrative fees.

      • Form HUD-52517 (Request for Tenancy Approval): Initiate inspection and lease-up processes.

      • Form 52641 (Housing Assistance Payments Contract): Explain and manage HAP contracts used across the USA.

  2. Operational Efficiency:

    • Process family reexaminations, understanding the necessary documentation and steps without extensive training.

    • Learn and adhere to established processes while being open to new tasks and assignments outside the primary duties.

  3. Customer Service:

    • Attend to public inquiries, managing challenging situations at the service counter effectively.

    • Probe for and gather additional key information to respond accurately and appropriately to various inquiries.

  4. Additional Duties:

    • Assist with any other tasks as directed by the Housing Program Manager or senior staff.

    Requirements

  • Language Proficiency: Fluent in both English and Spanish.

  • Education: High school diploma or equivalent required; associate degree or higher in public administration, social work, or a related field preferred.

  • Experience: Minimum of 2 years experience in housing services, public administration, or a related field.

  • Knowledge: In-depth understanding of HUD programs, particularly Section 8, EHV, Project-Based Vouchers, and VASH vouchers.
