Salary Range: $58,000 to $61,000 annually

POSITION SUMMARY:Serve as the primary expert in the Department of Community Investment on issues related to brownfields, unsafe environmental conditions, and environmental review and mitigation, and advances strategic priorities related to these topics in coordination with other City departments and stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides guidance and expertise related to environmental laws and regulations that impact local brownfield sites or otherwise contaminated areas, and processes and policies related to mitigation
  • Identify, pursue, and manage federal, state, and local funding and other resources to address environmental concerns and brownfields
  • Pursue state and federal support for complex sites that do not qualify for brownfields resources due to state or federal enforcement or eligibility issues, such as EPA Removal Actions, State Cleanup, or Superfund designation
  • Works in collaboration with City departments, state and federal agencies, and regional entities to address brownfield sites and other potentially environmentally unsafe properties
  • Manage brownfield redevelopment and economic development projects including site identification and prioritization, assessment, cleanup, site clearance, planning, and redevelopment
  • Reviews environmental inspections, assessments, remedial action plans, and reports, including Phase I and Phase II environmental assessments, and relevant documents in the Indiana Department of Environmental Managements online File Cabinet
  • Assists with developing communication materials to update leadership, elected officials, and community members on the status of environmentally-sensitive properties
  • Interface effectively with the Indiana Finance Authority, Indiana Department of Environmental Management, and Indiana Brownfields Program / Meet with state and local officials to effectively secure governmental and community support for projects and incentives.
  • Work in collaboration with the County Health Department, IDEM, city and county officials, and local neighborhood and community groups to proactively identify priority sites, communicate updates, and understand community concerns
  • Participate in the Regional Brownfields Working Group to implement MACOGs Regional Brownfields Coalition EPA assessment funding for priority sites in the City of South Bend
  • Stay up to date on industry trends and regulatory changes by attending training opportunities such as the National Brownfields Training Conference, state workshops, etc.
  • Other duties as assigned

EDUCATION / QUALIFICATIONS:Bachelors Degree in environmental studies, public administration, or related field

KNOWLEDGE, SKILLS AND ABILITIES:

  • Must have excellent project management skills.
  • Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
  • Excellent oral and written communication skills for preparing and presenting planning reports and projects.
  • Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers.
  • Pleasant, professional demeanor and ability to work with contractors, developers, business and property owners, and other residents.
  • Ability to effectively manage the workday, multiple projects and deadlines, and be attuned to the importance of the attention to detail.
  • Working knowledge of Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
  • Ability to cooperatively with others, handle multiple tasks, and work under deadline pressure.
  • Sound knowledge of GIS a bonus.
  • Spanish language ability a plus.

CERTIFICATES, LICENSE, REGISTRATION:Valid United StatesDrivers License required.
