City of Somerville IT Project Manager in Somerville, Massachusetts
Statement of Duties
The IT Project Manager is responsible for managing the evaluation, prioritization, planning, budgeting, and execution of new/existing systems initiatives for the City as well as the implementation of complex systems and interfaces. Employee performs numerous similar related duties.
Essential Functions:

Manages the complete lifecycle of the Munis ERP application used across the city
Manages and delivers the required system deployment for each phase or stage or project
Ensures that the quality is achieved as planned for each milestone of the project
Monitors actual progress, compares to baseline and reports progress against schedule
Manages and oversees projects for completion on time and within budget
Reports to respective stakeholders and escalates when necessary any unresolved issues
Conducts and manages system integrations tests and User Acceptance Tests
Monitors systems’ performance, availability, reliability and compliance to technical standards
Supports users as needed
Tracks and reports on issues and problems with the systems and follows-up with the vendor and users on resolution
Assigns duties and communicates expectations and duties to ensure successful implementation or project completion
Provides guidance and direction regarding the creation of goals, action plans and timelines as they pertain to department projects
Minimum Qualifications
Education and Experience: Bachelor’s Degree and five (5) years experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Knowledge, Abilities and Skill
Knowledge: Previous working knowledge of Tyler Technologies Munis ERP (currently, Accounting, Budgeting, Payables, Contract Management, Purchasing, Billing, Payroll, Human Resources, Collections, Document Management and Administration) or other ERP applications. Proficiency in Microsoft Office Product Suite, including Outlook. Knowledge of one or more of the following Databases: SQLServer, Oracle, MySQL, Informix, DB2, Filemaker, or MS-Access. Familiarity with Microsoft Project or other scheduling software is preferred.
Ability: Ability to understand Database schemas and tables and run custom SQL queries is preferred. Experience with Report Writer applications (Crystal Reports, SSRS, etc.); ability to install software, test functionality and maintain logs on project activities and generate reports; ability to communicate clearly, both orally and in writing; ability to maintain, manage and organize records and information; ability to make presentations to City employees and communicate complex technical details in a simple manner.
Skill: Mastery of all skills associated with Software Deployment Life Cycle – Requirements, Deployment, Integration Testing, User Acceptance Testing and product acceptance.
Work Environment
The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills
Few physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. May also be some occasional lifting of objects such as office equipment and computer paper (up to 30 lbs.).
Motor Skills
Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone, personal computer and/or most other office equipment including word processing, filing and sorting of papers.
Visual Skills
Visual demands require constantly reading documents for general understanding and analytical purposes.
Hours: Full-time. City Hall hours
Salary: $93,846.87 annualized plus benefits
Union: Non-Union
FLSA: Exempt
