Job Title Facilities Manager

Job Summary
Assists Facilities Superintendent with management of the Citys municipal properties. The
manager is responsible for activities related to the operation of the Citys buildings and
facilities; activities include but are not limited to the maintenance, creation and completion
of work orders, cleanliness, and operation of the buildings. The facilities manager must
know, understand, and apply City policies, procedures, and standards with respect to
health, safety, maintenance, operations, and regulatory compliance, and ensure staff,
contractors, and visitors adhere to policies, procedures, and standards. The facilities
manager plans, schedules, and is on-site for facility modifications, including estimates on
equipment, labor, materials, and other related costs.
Essential Functions
Majority of duties, but not meant to be all-inclusive nor prevent other duties from being assigned as necessary.
1. Act as project manager on facilities-related projects as required, including
equipment replacements and upgrades, department renovations, city building
additions and renovations.
2. Schedule and be on-site with vendors for work associated with contracts and repairs
of City buildings.
3. Routinely assess all vendors, contracts, operations, and expenses to ensure the City
is always getting the best possible pricing from qualified vendors. If vendors are not
satisfactory, recommend changes in vendor selection or contracts to the Facilities
Superintendent.
4. Seek improvement in services, reduction in expenses, and implementation and
reduction in energy consumption, or a combination of the above.

5. Evaluate vendors, solicit bids, and make recommendations to the Facilities
Superintendent.
6. Make recommendations for Facilities capital improvements projects.
7. Assist in safety activities under the direction of the Facilities Superintendent and in
coordination with Human Resources.
8. Support facilities maintenance operations, including contracted services for all City
buildings while maintaining general knowledge of health and safety standards.
9. Helps coordinate all security services with input from fire and police, enforces
security policies and procedures. Assists with compilation of post action reports of
safety drills (fire, lockdowns, active shooter) and other safety incidents with
Facilities Superintendent. Help train and support staff.
10. Temporarily fill in for custodial staff as needed.
11. Monitor all delegated operations within assigned areas of responsibility.
12. All other duties and special projects as assigned.
Minimum Qualifications
1. Associates degree in Facilities Management, Construction Management, Public
Works Administration or a related field, plus 5 years building trades, construction or
related field required. Equivalent combination of education and work experience
considered.
2. Must have a valid Vermont drivers license.
Knowledge & Experience
1. Extensive knowledge of tools, equipment, and protocols used in building
maintenance programs.
2. Must have strong customer service and vendor skills, with an emphasis on service
and building and maintaining positive relationships.
3. Can communicate clearly and effectively.
4. Mu st demonstrate and maintain any required competencies needed for buildings. Be
able to work cooperatively and in a productive manner with all city employees,
customers, and the public.

Typical working conditions associated with this type of work and environmental hazards, if any, that may be
encountered in performing the duties of this position.
Internal: Internal work may include occasional work performed in a climate-controlled
office environment, where exposure to conditions of extreme heat/cold, poor ventilation,
