COUNTY OF JOHNSTON Electrical Instrument Technician in Smithfield, North Carolina

Description

The mission of the Johnston County Public Utilities Department is to provide citizens of Johnston County efficient, affordable, and friendly services of:

  • Water supply
  • Wastewater Collection and Treatment
  • Reclaimed Water
  • Stormwater Management

The Public Utilities Department is actively hiring for an Electrical Instrumentation Technician. The Electrical Instrumentation/SCADA Technician will perform a variety of technical work in the operation, maintenance, installation, repair, calibration and problem solving of various computer and radio equipment and electrical distribution, service, and control equipment associated with the water and wastewater systems operations.

  • Work involves maintaining and programming supervisory control and data acquisition (SCADA) systems throughout the water and wastewater system.
  • Work also includes coordination of all control systems for plants and remote sites and maintenance of radio communication systems linking the SCADA system to the plants; installation and maintenance of security systems; installation and calibration of electronic equipment; and installation and maintenance of electrical power supply and distribution equipment.
  • The employee works with the plant operators in the collection, analysis and reporting of data from the various facilities.
  • The employee is subject to hazards associated with wastewater, electronics, and electrical systems maintenance including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibrations, moving mechanical parts, electrical current, working on ladders and scaffolding, functioning in narrow aisles or passageways, exposure to chemicals fumes, odors, dusts, mists, gases, poor ventilation, and oils.
  • Work around raw sewage is also subject to the final standards of OSHA on blood borne pathogens.
  • Work is performed under regular supervision.
  • Work is evaluated in terms of effectiveness in returning equipment to proper operating conditions and installation of improvements within given time schedules, and overall effectiveness of system performance.

Salary is based on certifications:

  • Without certification - $28.70 hourly minimum
  • Level 1 Maintenance Technologist and Certified Climber- $30.88 hourly minimum
  • Level 2 Maintenance Technologist and Competent Climber - $33.24 hourly minimum
  • Level 3 Maintenance Technologist
    • $34.90 hourly minimum

Duties and Responsibilities

Repairs and programs all SCADA systems for water and wastewater plants, pumping stations, elevated tanks, meters, and related equipment. Maintains and repairs pump control panels and associated electrical equipment. Maintains control valves associated with the water distribution and sewer collection systems. Installs, maintains and calibrates flow meters. Works with outside contractors involved in the installation of SCADA, electrical and electronic equipment; coordinates with engineers on projects regarding proposed electrical capacities and equipment. Installs and maintains video surveillance systems and alarm systems to insure security and safety of water and facilities. Meets with staff, engineers and other professionals for SCADA and computer system development. Maintains FCC license for wireless operations of the department. Orders and maintains inventory and parts for maintenance and repair activities. Maintains and installs fiber lines and communication cable for connectivity. Analyzes equipment for failures and malfunctions, isolating and repairing potential problems. Trouble shoots electrical problems at water and wastewater facilities. Installs flow meters, runs conduit and various electrical wiring needs throughout the water and wastewater facilities.

Knowledge, Skills and Abilities

Considerable knowledge of operatin principles and practices, and the maintenance requirements of water and wastewater plant equipment, controls and related equipment. Considerable knowledge of methods, materials and tools used in instruments and electrical devices repair. Considerable knowledge of instrumentation and calibration equipment. Considerable knowledge of the application of information technology in water and wastewater treatment, pumping, and related systems. Considerable knowledge of VFD, PLC, and soft starters. Knowledge of the safe use and operation and preventive maintenance of common mechanical equipment. Considerable knowledge of the hazards and related safety precautions required in the work of the unit. Some knowledge of modern and effective supervisory principles and practices including motivation, communications, leadership, performance coaching and collaborative conflict resolution. Ability to establish and maintain effective working relationships with supervisors, co-workers and the public. Ability to read utility line maps, operation and service manuals, schematic drawings and to understand and follow oral and written instructions. Ability to establish and record work activities. Ability to prepare detailed written reports and correspondence. Physical Requirements

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 100 pounds of force infrequently, 50 pounds of force occasionally; 20 pounds of force frequently, and 10 pounds of force repeatedly.
  • Must possess the visual acuity to operate equipment such as lifts and forklifts in a safe manner, to fit pipes, conduits, and other parts; and read gauges and instruments.
Desired Education and Experience
  • Associate degree in electrical or electronic disciplines, AND
  • At least 5 years' experience in water and/or wastewater plant electrical systems and controls; OR
  • An equivalent combination of education and experience.
  • Ideal candidate will be Water/Wastewater Instrumentation Technician, Electrician with Water/Wastewater Experience, and Industrial Electrician with extensive PLC knowledge, Electrical Control Panel Design/Builder and/or PLC Technicians with Field Service Experience.

Special Requirements:

  • Possession of a valid North Carolina driver's license and Maintenance Technologist certification.
  • A t least one state accredited certification must be obtained within the first 18 months of employment if employee does not have any certification
