Summary This position is located at Klondike Gold Rush National Historical Park, in the Resources Division. Government housing may be available. Responsibilities The Integrated Resources Program Manager is responsible for overseeing the natural and cultural resource division at Klondike Gold Rush National Historical Park. The park maintains a suite of historic buildings in various stages of rehabilitation, some of which are leased properties; modern buildings; several trails including the iconic Chilkoot National Historic Trail; a historic town site; a camping area; and some green spaces. This position provides management expertise and support to the superintendent and other division managers in all aspects of resource management to include, but not limited to: historic buildings and structures; National Historic Landmarks; biological resources; archeological resources; museum management, project planning and PMIS, and tribal consultation. The incumbent ensures coordination of all routine and special project work between branches and provides divisional long-range planning and budget development, plans special projects, and oversees the park's compliance programs to ensure compliance with the National Environmental Policy Act and National Historic Preservation Act. The position serves as a member of the park's management team. The incumbent is actively involved in decisions affecting overall park management policy and operations and contributes to the development and implementation of park management documents. Monitors and evaluates programs and operations to ensure compliance with, and application of, approved management direction. Requirements Conditions of Employment U.S. Citizenship required. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Qualifications All qualifications must be met by the closing date of this announcement-09/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following qualifications by close of the announcement: BASIC REQUIREMENT: Historian, 0170 series: Degree in history; or related field that included at least 18 semester hours in history. You must include transcripts. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. You must include transcripts and number of hours worked per week. General Natural Resources Management and Biological Sciences, 0401 series: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts. OR Combination of education and experience: courses equivalent to a major, as shown, plus appropriate experience or additional education. You must include transcripts and hours worked per week. Archeologist, 0193 series: Degree that included 3 semester hours each in the following course areas: History of archaeology; Archaeology of a major geographical area such as North America or Africa; Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques; Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work, AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archaeological field school. OR Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). OR Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. OR Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. -AND- In addition to meeting at least one of the basic requirements listed above; you must possess the following minimum qualification by close of the announcement. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: provide cultural resource program support and professional advice in at least one of the occupations listed above; participate as a professional member of a research team; provide technical assistance and serve as a subject matter expert in the conduct of research studies; plan or participate in the planning of cultural resource projects or studies; research, develop, and prepare manuscripts for professional publications. You must include the number of hours worked per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings and include hiking on uneven terrain. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed primarily indoors. Occasionally, work may be performed outdoors in all types of weather and conditions. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, fire lines, arctic environments, and forests. Outdoor work may include hiking long distances on uneven terrain along the Chilkoot Trail, within the White Pass Unit of the park and within the Dyea historic townsite. On occasion, flying in fixed-wing aircraft and helicopters is possible. Some field work may require staying overnight in primitive conditions (tent camping or cabin in the backcountry). The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and Performance Appraisals for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF-50s.
